PRESIDENT'S REPORT — ANNUAL GENERAL MEETING<br />

9 NOVEMBER, 1971<br />

Ladies and Gentlemen.<br />

Instead <strong>of</strong> the usual report. I am<br />

this year listing a selection <strong>of</strong> items<br />

taken from the <strong>Navy</strong> <strong>League</strong> "diary"<br />

during the period 1 <strong>July</strong>. 1970. to 30<br />

<strong>June</strong>. 1971. All the events mentioned<br />

have involved the <strong>Navy</strong> <strong>League</strong><br />

and/or A.S.C.C. in one way or<br />

another — some the whole<br />

organisation, others attendance by<br />

your <strong>of</strong>fice-bearers and representatives<br />

at events <strong>of</strong> note.<br />

I thought I would do this to give<br />

you some idea <strong>of</strong> the increasing<br />

scope <strong>of</strong> <strong>League</strong> activities in the life<br />

<strong>of</strong> the community, and with the hope<br />

that all members will be encouraged<br />

to become personally involved.<br />

Although consideration <strong>of</strong> the<br />

Balance Sheet and Accounts is a<br />

separate item <strong>of</strong> the business <strong>of</strong> this<br />

Meeting. I wish to refer at this stage<br />

to financial matters.<br />

You will note in the accounts<br />

which do not. incidentally, include<br />

the income and expenditure <strong>of</strong> the<br />

various Sea Cadet Unit Local<br />

Committees (which in some cases is<br />

considerable) that administrative<br />

items absorb a high proportion <strong>of</strong><br />

the year's income, which is<br />

unfortunately lower than the<br />

preceding year.<br />

It is the administrative responsibilities<br />

<strong>of</strong> the <strong>League</strong> which I refer<br />

to now. and it is a matter which has<br />

concerned me for years. As long ago<br />

in fact as 1953, when I made my first<br />

submissions to the <strong>Navy</strong> on the<br />

subject. Obviously some 2.000<br />

Officers. Instructors and Cadets in<br />

38 Units scattered throughout the<br />

Commonwealth engaged in a<br />

specialised form <strong>of</strong> youth-training:<br />

each Unit organised like a ship —<br />

with Cadets to be entered, kitted-up.<br />

instructed in a variety <strong>of</strong> subjects,<br />

promoted, occasionally chastised,<br />

despatched on courses, and to ships<br />

which land them in other States<br />

whence they must be recovered<br />

intact if possible — all these things<br />

require some form <strong>of</strong> direction, and<br />

it is the <strong>Navy</strong> <strong>League</strong>'s task to<br />

provide this direction.<br />

If. to the above, one adds the<br />

communications which take place<br />

between Divisional Staff Officers and<br />

a dozen different Naval branches<br />

and authorities: between the Senior<br />

Officer and other States and with<br />

Unit Committees and numerous<br />

outside organisations, it will be<br />

appreciated that the administration<br />

<strong>of</strong> the A.S.C.C. is a major headache<br />

on both national and State levels.<br />

Particularly if it is considered that<br />

not one single person is employed<br />

full-time m either the <strong>Navy</strong> or the<br />

<strong>League</strong> to cope with it.<br />

As you know arrangements are<br />

being made to relieve the <strong>Navy</strong><br />

<strong>League</strong> <strong>of</strong> all or part <strong>of</strong> its<br />

administrative and other<br />

responsibilities, but this will not<br />

come to pass for some time yet. and<br />

in any case. I think it would be a pity<br />

if the <strong>League</strong> abdicated all its<br />

responsibilities to the Sea Cadets.<br />

It is not for me to say what<br />

arrangements other States make to<br />

cope with their problems except that<br />

they have them. I can say that in<br />

Victoria, the Division could not have<br />

functioned properly without the<br />

Secretariat provided by the <strong>Navy</strong><br />

<strong>League</strong>. Even so. to be Divisional<br />

Senior Officer, a Unit Commanding<br />

Officer, or a Staff Officer involved<br />

with supplies, training etc.. is an<br />

expensive pastime.<br />

I appreciate that people working<br />

for a cause like to see their efforts<br />

realised in buildings, equipment and<br />

so on. and indeed most <strong>of</strong> the<br />

money provided for the A.S.C.C.<br />

goes into this type <strong>of</strong> facility. I think<br />

it is unfortunate that administration<br />

is almost a despised word, because<br />

to the A.S.C.C. it is just as important.<br />

I have not mentioned the <strong>League</strong><br />

itself, which is growing both in<br />

activity and influence as an<br />

organisation involved, in particular,<br />

with the well-being <strong>of</strong> the Royal<br />

<strong>Australia</strong>n <strong>Navy</strong>. Again, this work<br />

requires extensive communications<br />

between the States, the <strong>Navy</strong>. <strong>Navy</strong><br />

<strong>League</strong>s in other countries and so<br />

on, and is likely to increase if we do<br />

our job properly.<br />

In Victoria, our administrative<br />

expenses have remained fairly<br />

constant for several years despite<br />

increased activity and costs. This<br />

stability is due in part to our<br />

Secretary. Miss E. C. Shorrocks. who<br />

carries out much <strong>of</strong> the Secretarial<br />

work now in an honorary capacity,<br />

and to whom I express gratitude.<br />

The fact remains that we must<br />

increase our income so that we can<br />

not only fulfil our administrative<br />

responsibilities, but also do more to<br />

help units with their building and<br />

amenity requirements<br />

I conclude by thanking, most<br />

sincerely, my colleagues on the<br />

Executive Committee: the President<br />

<strong>of</strong> the Ladies Committee. Mrs. Trevor<br />

Hatfield: and the President <strong>of</strong> the<br />

Younger Set. Mr Andrew Roberts,<br />
