PENALTY ENVELOPES FOR PERSONAL USE PROHIBITED
The following Circular Letter from the Chief Clerk of the Department
of Commerce is given hereunder for the information and guidance of all
Weather Bureau personnel:
With further reference to Public Law 364 regarding penalty mail, which requims
each Department and Agency to report to tho Postmaster General inventoriea and
purchases of envelopes bearing the penalty indicia, it is found that penalty enve-
lopes are still being used for peraonal purpoeee. Even though postage is affixed,
this practice must be immediately discontinued as under the provisions of Public
Law 364 the Department will bo required to pay at the rate of Ql5.W per thousand
for all envelopes uwd which are not report& and taken as a deduction from the
inventory submitted.
. It is requested that this memoradum be brought to the attention of
all employees, to be read and initialed.
USE OF COVERMENT-OWNED OR GOVERMENT-LEASED MOTOR VEHICLES
The following Order No. 814 dated July 14, 1944, prohibiting the use
of Government-owned or Government-leased motor propelled paseengercarrying
vehicles or trucks, for other than official purposes, is given
hereunder for the information and guidance of Weather Bureau personnel :
It is hemby ordered that the following provisions of Bection 202 of the “Zndependent
Offlces Appropriations Act, 1846” (Public Law No. 368, 78th Oongreae)
approved June 27, 1844, shall be striotlg enforced, effective immediately:
&c. 202, Unless otherwise specifically provided, no appropriation available for
the ffecal year 1945 in this Act or any other Act, shall be expended-
(b) For the maintenance, operation, and repair of any Government-owned motor-propelled
passenger-carrying vehicle not used 0XClllB~Vely for official purposes ;
and fofiicial PUrpOBes’ shall not include the transportation of officers and employeea,
between their domicilee and places of employment, excopt in CRRB of nodical
offimrs on out-patient medical services and except in CWB of offlcem and employljes
engaged in field work the charactor of whom duties makes such transportation
neccasary and thon only us to such latter caseu when tho same is approved by the

(b) shall not apply to any motor vehicles for oiRcinl use of tho Prcsidont, tho head#
of tho exooutive departmenb, Ambmadom, Ministers, charge d’ fiffaims, and othor
principal diplomatic and consulnr oiRcials.
All agencies, bureaus, and ofioers shall take such action as may bo
necessary to acquaint all employees concerned (as well a8 future appointees)
with the provisions of this subsection of the law above quoted and
of this order.
