272 BahÃ¡âuâllÃ¡h and the New Eralonger delay in altering conditions which bring the misery ofgrinding poverty to a very large number of people.The rich must give of their abundance; they must softentheir hearts and cultivate a compassionate intelligence, takingthought for those sad ones who are suffering from lack of thevery necessaries of life.There must be special laws made, dealing with theseextremes of rich and want.... The government of the countriesshould conform to the Divine Law which gives equal justiceto all.... Not until this is done will the Law of God be obeyed.
Public Finance‘Abdu’l-Bahá suggests that each town and village or districtshould be entrusted as far as possible with the administration offiscal matters within its own area and should contribute its dueproportion for the expenses of the general government. One ofthe principal sources of revenue should be a graduated incometax. If a man’s income does not exceed his necessary expenditurehe should not be required to pay any tax, but in all cases whereincome exceeds the necessary expenditure a tax should be levied,the percentage of tax increasing as the surplus of income overnecessary expenditure increases.On the other hand, if a person, through illness, poor crops, orother cause for which he is not responsible, is unable to earn anincome sufficient to meet his necessary expenses for the year,then what he lacks for the maintenance of himself and his familyshould be supplied out of public funds.There will also be other sources of public revenue, e.g. fromintestate estates, mines, treasure trove and voluntary contributions;while among the expenditures will be grants for the supportof the infirm, of orphans, of schools, of the deaf and blind, and forthe maintenance of public health.
