Such a state will have to include within its orbitan International Executive adequate to enforce supremeand unchallengeable authority on every recalcitrant memberof the commonwealth; a World Parliament whose membersshall be elected by the people in their respective countriesand whose election shall be confirmed by their respectivegovernments; and a Supreme Tribunal whose judgment willhave a binding effect even in such cases where the partiesconcerned did not voluntarily agree to submit their case toits consideration. A world community in which all economicbarriers will have been permanently demolished and the interdependenceof Capital and Labor definitely recognized; inwhich the clamor of religious fanaticism and strife will havebeen forever stilled; in which the flame of racial animositywill have been finally extinguished; in which a single code ofinternational law—the product of the considered judgment ofthe world’s federated representatives—shall have as its sanctionthe instant and coercive intervention of the combined48 In the year 1912.
