ANNEX IVREFERRED TO IN ARTICLE 14TRADE FACILITATIONArticle 1GeneralThe Parties, aiming to serve the interests of their respective businesscommunities and to create a trading environment allowing them to benefit from theopportunities offered by this Agreement, agree that the following principles, inparticular, are the basis for the development, and administration by competentauthorities, of trade facilitation measures:(a)(b)(c)(d)(e)(f)(g)(h)transparency, efficiency, simplification, harmonisation and consistencyof trade procedures;promotion of international standards;consistency with multilateral instruments;the best possible use of information technology;high standards of public service;controls based on risk management;co-operation within each Party among customs and other borderauthorities; andconsultations between the Parties and their respective businesscommunities.Article 2Transparency1.
