- 15 -Article 17Procedure for the Issue of a Movement Certificate EUR.1 or EUR-MED1. A movement certificate EUR.1 or EUR-MED shall be issued by the customsauthorities of the exporting Party on application having been made in writing by theexporter or, under the exporter's responsibility, by his authorised representative.2. For the purposes of paragraph 1, the exporter or his authorised representativeshall fill out both the movement certificate EUR.1 or EUR-MED and the applicationform, specimens of which appear in Appendices 3a and 3b. These forms shall becompleted in one of the official languages of a Party, or in English, in accordance withthe provisions of the domestic law of the exporting Party. If the forms are completed inhandwriting, they shall be completed in ink in printed characters. The description of theproducts must be given in the box reserved for this purpose without leaving any blanklines. Where the box is not completely filled, a horizontal line must be drawn below thelast line of the description, the empty space being crossed through.3. The exporter applying for the issue of a movement certificate EUR.1 or EUR-MED shall be prepared to submit at any time, at the request of the customs authoritiesof the exporting Party where the movement certificate EUR.1 or EUR-MED is issued,all appropriate documents proving the originating status of the products concerned aswell as the fulfilment of the other requirements of this Protocol.4. Without prejudice to paragraph 5, a movement certificate EUR.1 shall be issuedby the customs authorities of an EFTA State or of Serbia in the following cases:(a)(b)if the products concerned can be considered as products originating in anEFTA State, in Serbia or in one of the other countries referred to inparagraph 1 of Article 3 and paragraph 1 of Article 4 with whichcumulation is applicable, without application of cumulation withmaterials originating in one of the countries referred to in paragraphs 2and 3 of Article 3 and paragraphs 2 and 3 of Article 4, and fulfil the otherrequirements of this Protocol; orif the products concerned can be considered as products originating inone of the countries referred to in paragraphs 2 and 3 of Article 3 andparagraphs 2 and 3 of Article 4 with which cumulation is applicable,without application of cumulation with materials originating in one of thecountries referred to in Articles 3 and 4 and fulfil the other requirementsof this Protocol, provided a certificate EUR-MED or an invoicedeclaration EUR-MED has been issued in the country of origin.5. A movement certificate EUR-MED shall be issued by the customs authorities ofan EFTA State or of Serbia, if the products concerned can be considered as productsoriginating in an EFTA State, in Serbia or in one of the other countries referred to inArticles 3 and 4 with which cumulation is applicable, fulfil the requirements of thisProtocol and:
