- 15 -Article 17Procedure for <strong>the</strong> Issue <strong>of</strong> a Movement Certificate EUR.1 or EUR-MED1. A movement certificate EUR.1 or EUR-MED shall be issued by <strong>the</strong> customsauthorities <strong>of</strong> <strong>the</strong> exporting Party on application having been made in writing by <strong>the</strong>exporter or, under <strong>the</strong> exporter's responsibility, by his authorised representative.2. For <strong>the</strong> purposes <strong>of</strong> paragraph 1, <strong>the</strong> exporter or his authorised representativeshall fill out both <strong>the</strong> movement certificate EUR.1 or EUR-MED <strong>and</strong> <strong>the</strong> applicationform, specimens <strong>of</strong> which appear in Appendices 3a <strong>and</strong> 3b. These forms shall becompleted in one <strong>of</strong> <strong>the</strong> <strong>of</strong>ficial languages <strong>of</strong> a Party, or in English, in accordance with<strong>the</strong> provisions <strong>of</strong> <strong>the</strong> domestic law <strong>of</strong> <strong>the</strong> exporting Party. If <strong>the</strong> forms are completed inh<strong>and</strong>writing, <strong>the</strong>y shall be completed in ink in printed characters. The description <strong>of</strong> <strong>the</strong>products must be given in <strong>the</strong> box reserved for this purpose without leaving any blanklines. Where <strong>the</strong> box is not completely filled, a horizontal line must be drawn below <strong>the</strong>last line <strong>of</strong> <strong>the</strong> description, <strong>the</strong> empty space being crossed through.3. The exporter applying for <strong>the</strong> issue <strong>of</strong> a movement certificate EUR.1 or EUR-MED shall be prepared to submit at any time, at <strong>the</strong> request <strong>of</strong> <strong>the</strong> customs authorities<strong>of</strong> <strong>the</strong> exporting Party where <strong>the</strong> movement certificate EUR.1 or EUR-MED is issued,all appropriate documents proving <strong>the</strong> originating status <strong>of</strong> <strong>the</strong> products concerned aswell as <strong>the</strong> fulfilment <strong>of</strong> <strong>the</strong> o<strong>the</strong>r requirements <strong>of</strong> this Protocol.4. Without prejudice to paragraph 5, a movement certificate EUR.1 shall be issuedby <strong>the</strong> customs authorities <strong>of</strong> an EFTA State or <strong>of</strong> Serbia in <strong>the</strong> following cases:(a)(b)if <strong>the</strong> products concerned can be considered as products originating in anEFTA State, in Serbia or in one <strong>of</strong> <strong>the</strong> o<strong>the</strong>r countries referred to inparagraph 1 <strong>of</strong> Article 3 <strong>and</strong> paragraph 1 <strong>of</strong> Article 4 with whichcumulation is applicable, without application <strong>of</strong> cumulation withmaterials originating in one <strong>of</strong> <strong>the</strong> countries referred to in paragraphs 2<strong>and</strong> 3 <strong>of</strong> Article 3 <strong>and</strong> paragraphs 2 <strong>and</strong> 3 <strong>of</strong> Article 4, <strong>and</strong> fulfil <strong>the</strong> o<strong>the</strong>rrequirements <strong>of</strong> this Protocol; orif <strong>the</strong> products concerned can be considered as products originating inone <strong>of</strong> <strong>the</strong> countries referred to in paragraphs 2 <strong>and</strong> 3 <strong>of</strong> Article 3 <strong>and</strong>paragraphs 2 <strong>and</strong> 3 <strong>of</strong> Article 4 with which cumulation is applicable,without application <strong>of</strong> cumulation with materials originating in one <strong>of</strong> <strong>the</strong>countries referred to in Articles 3 <strong>and</strong> 4 <strong>and</strong> fulfil <strong>the</strong> o<strong>the</strong>r requirements<strong>of</strong> this Protocol, provided a certificate EUR-MED or an invoicedeclaration EUR-MED has been issued in <strong>the</strong> country <strong>of</strong> origin.5. A movement certificate EUR-MED shall be issued by <strong>the</strong> customs authorities <strong>of</strong>an EFTA State or <strong>of</strong> Serbia, if <strong>the</strong> products concerned can be considered as productsoriginating in an EFTA State, in Serbia or in one <strong>of</strong> <strong>the</strong> o<strong>the</strong>r countries referred to inArticles 3 <strong>and</strong> 4 with which cumulation is applicable, fulfil <strong>the</strong> requirements <strong>of</strong> thisProtocol <strong>and</strong>:
