- 7 -Article 12Liability Declaration, Security or Equivalent AssuranceThe competent authorities shall have <strong>the</strong> authority to require an applicant todeclare to accept liability towards <strong>the</strong> persons involved <strong>and</strong>, in justified cases, toprovide a security or equivalent assurance, sufficient to protect <strong>the</strong> defendant <strong>and</strong> <strong>the</strong>competent authorities <strong>and</strong> to prevent abuse. Such security or equivalent assurance shallnot unreasonably deter recourse to <strong>the</strong>se procedures.TITLE VTECHNICAL COOPERATIONArticle 13The Parties, recognising <strong>the</strong> growing importance <strong>of</strong> intellectual property rightsas a factor <strong>of</strong> social, economic <strong>and</strong> cultural development, shall enhance <strong>the</strong>ircooperation in <strong>the</strong> field <strong>of</strong> intellectual property rights.TITLE VITRANSITIONAL PROVISIONSArticle 14Without prejudice to any o<strong>the</strong>r bilateral <strong>agreement</strong> <strong>between</strong> an EFTA State <strong>and</strong>Serbia, <strong>the</strong> provisions <strong>of</strong> subparagraph (b) <strong>of</strong> Article 4 shall take effect as soon aspossible <strong>and</strong> in any event no later than 1 July 2013._______________
