- 7 -Article 12Liability Declaration, Security or Equivalent AssuranceThe competent authorities shall have the authority to require an applicant todeclare to accept liability towards the persons involved and, in justified cases, toprovide a security or equivalent assurance, sufficient to protect the defendant and thecompetent authorities and to prevent abuse. Such security or equivalent assurance shallnot unreasonably deter recourse to these procedures.TITLE VTECHNICAL COOPERATIONArticle 13The Parties, recognising the growing importance of intellectual property rightsas a factor of social, economic and cultural development, shall enhance theircooperation in the field of intellectual property rights.TITLE VITRANSITIONAL PROVISIONSArticle 14Without prejudice to any other bilateral agreement between an EFTA State andSerbia, the provisions of subparagraph (b) of Article 4 shall take effect as soon aspossible and in any event no later than 1 July 2013._______________
