- 19 -Article 22Conditions for Making out an Invoice Declarationor an Invoice Declaration EUR-MED1. An invoice declaration or an invoice declaration EUR-MED as referred to insubparagraph 1 (c) of Article 16 may be made out:(a)(b)by an approved exporter within the meaning of Article 23; orby any exporter for any consignment consisting of one or more packagescontaining originating products whose total value does not exceedEUR 6,000.2. Without prejudice to paragraph 3, an invoice declaration may be made out in thefollowing cases:(a)(b)if the products concerned can be considered as products originating in anEFTA State, in Serbia or in one of the other countries referred to inparagraph 1 of Article 3 and paragraph 1 of Article 4 with whichcumulation is applicable, without application of cumulation withmaterials originating in one of the countries referred to in paragraphs 2and 3 of Article 3 and paragraphs 2 and 3 of Article 4, and fulfil the otherrequirements of this Protocol; orif the products concerned can be considered as products originating inone of the countries referred to in paragraphs 2 and 3 of Article 3 andparagraphs 2 and 3 of Article 4 with which cumulation is applicable,without application of cumulation with materials originating in one of thecountries referred to in Articles 3 and 4 and fulfil the other requirementsof this Protocol, provided a certificate EUR-MED or an invoicedeclaration EUR-MED has been issued in the country of origin.3. An invoice declaration EUR-MED shall be made out if the products concernedcan be considered as products originating in an EFTA State, in Serbia or in one of theother countries referred to in Articles 3 and 4 with which cumulation is applicable, fulfilthe requirements of this Protocol and:(a)(b)(c)cumulation was applied with materials originating in one of the countriesreferred to in paragraphs 2 and 3 of Article 3 and paragraphs 2 and 3 ofArticle 4, orthe products may be used as materials in the context of cumulation forthe manufacture of products for export to one of the countries referred toin paragraphs 2 and 3 of Article 3 and paragraphs 2 and 3 of Article 4, orthe products may be re-exported from the country of destination to one ofthe countries referred to in paragraphs 2 and 3 of Article 3 andparagraphs 2 and 3 of Article 4.
