However, the regionranks comparatively poorly on other measures of human capital, with a lower than averageincidence of trade qualifications and of tertiary education amongst the workforce. The highproportion of FIFO workers limits the ability of this part of the workforce to contribute toregional expansion beyond the specific project on which they are working. Of particular noteis the relatively low school performance scores at both primary and secondary level. This isa key factor that must be improved if population retention and growth is to be achieved.At the LGA level, both the Shire of Roebourne and Port Hedland have higher than averagerankings in population health measures and lifelong learning and the Shire of Roebournehas good scores on early childhood performance.
