Founded in 1994 and located in the School of Education at the State University of New York College at Cortland,the Center for the 4th and 5th Rs (Respect and Responsibility) promotes a comprehensive approach to charactereducation, one that uses all phases of school life as opportunities for character development. <strong>The</strong> Centerhas trained more than 4,000 K-12 educators from over 30 states and 14 countries, helps schools and districtsimplement character education through its annual Summer Institute and on-site staff development, publishes <strong>The</strong>Fourth and Fifth Rs newsletter, provides evaluation services, and conducts research on character education. Publicationsby the Center’s staff include Educating for Character: How Our <strong>Schools</strong> Can Teach Respect and Responsibility, Raising <strong>Good</strong> Children,Character Education Evaluation Toolkit, Character Matters, and Character Quotations. <strong>The</strong> <strong>Smart</strong> & <strong>Good</strong> <strong>High</strong> <strong>Schools</strong>report reflects the Center’s increased attention to high school character development. Dr. Thomas Lickona directs theCenter; Dr. Matthew Davidson is Research Director.Founded in 1993 and based in Washington, D.C., the Character Education Partnership (CEP) is a national coalition ofeducators, parents, organizations, community groups, and companies dedicated to promoting character education as ameans of creating a more civil, just, and compassionate society. Its organizational partners include the American Associationof School Administrators, the Association for Supervision and Curriculum Development, the National Council forthe Social Studies, the National School Boards Association, and the National PTA.
