The trust areas <strong>of</strong> <strong>the</strong> proposed policy are:1. ISRO will realize higher levels <strong>of</strong> aggregates in system/stage level supply fromindustry2. ISRO will encourage industry to invest in <strong>the</strong> future production facilities3. The production level <strong>of</strong> supply quantities will be committed to industry by ISROon a long term basis4. ISRO will evolve suitable guidelines <strong>for</strong> <strong>the</strong> deputation <strong>of</strong> ISRO experts to work inindustry5. ISRO will develop adequate provision to safeguard its own intellectual propertyrights, as well as <strong>the</strong> IPR <strong>of</strong> joint developments6. ISRO will consider incentives to encourage commercial development <strong>of</strong> spacesystem and support services, including, to a certain extent, financial support in <strong>the</strong><strong>for</strong>m <strong>of</strong> Venture Capital.1.4. Human Resource Development PolicyISRO is following <strong>the</strong> Personnel Policy <strong>for</strong> <strong>the</strong> development <strong>of</strong> human resources. Keyfeatures <strong>of</strong> <strong>the</strong> Policy include, flexibility in <strong>the</strong> career growth prospects; rewards and incentives<strong>for</strong> <strong>the</strong> talented employees; and opportunities <strong>for</strong> <strong>the</strong> experts to interact with <strong>the</strong>ir counterpartselsewhere in <strong>the</strong> country, and also with <strong>the</strong> experts from o<strong>the</strong>r space agencies.1.5. Commercialization PolicyThe Antrix Corporation is <strong>the</strong> marketing wing <strong>of</strong> <strong>the</strong> Department <strong>of</strong> Space. TheCorporation makes commercially available <strong>the</strong> data collected from its remote sensing satellites.Its tie up with Space Imaging, USA, is a growing business. The company also supplies variousIRS specific hardware and s<strong>of</strong>tware items. It has successfully executed several export ordersreceived from major spacecraft/satellite manufacturers <strong>for</strong> spacecraft/satellite systems, assembliesand components.The corporation also intends to use commercially <strong>the</strong> Polar Satellite Launch Vehicle(PSLV) <strong>for</strong> launch services. For instance, PSLV was used to launch <strong>the</strong> Korean satellite KITSAT-3 and a German satellite. In view <strong>of</strong> this commercial use <strong>of</strong> its space products and services, <strong>the</strong>country is earning a good amount <strong>of</strong> valuable <strong>for</strong>eign exchange. The present policy also aims atplaying an active market role globally.1.6. International CooperationIndia’s policy on international cooperation is based on its view that by its very nature,space activities have global reach with implications <strong>for</strong> coordination, cooperation andresponsibility. Demonstrating its desire <strong>for</strong> international cooperation, India has entered intoMemoranda <strong>of</strong> Understanding (MoU) or Agreements with several countries, namely, Australia,Brazil, Brunei Darussalam, Canada, China, EUMETSAT-1, European Space Agency (ESA),France, Germany, Hungary, Indonesia, Israel, Italy, Mauritius, <strong>the</strong> Ne<strong>the</strong>rlands, Norway, Peru,Russia, Sweden, Syria, Thailand, U.K., Ukraine and USA. ISRO has also entered into agreementswith organizations, namely <strong>the</strong> Brazilian Space Agency, <strong>the</strong> National Institute <strong>for</strong> Aeronauticsand Space <strong>of</strong> Indonesia, <strong>the</strong> Israel Space Agency, <strong>the</strong> National Aeronautics and SpaceAdministration and <strong>the</strong> National Oceanographic and Atmospheric Administration <strong>of</strong> <strong>the</strong> USA.
