For what concerns effectiveness, the mostimportant component is “reduction of administrative burden”. User satisfaction is alsoimportant but to a lesser degree. When fulfilling government obligations, the most importantthing for citizens is to do it easily <strong>and</strong> in the least possible amount of time.
