MINISTRY OF HUMAN RESOURCES ISP REVIEW 20071.0 INTRODUCTIONMOHR is determined to manage the national labour resources and ensure the nation willcontinue to be competitive in facing the global challenge. The commitment demonstrated bythe MOHR management team is enshrined in the MOHR Strategic Plan that was recentlydocumented. The importance of ICT to support MOHR vision is evidenced through itspioneering ISP written in 1997.The review of its ISP will address the re‐alignment between the MOHR Strategic Plan and itsICT initiatives. This re‐alignment can be best achieved when the ICT initiatives continue tofacilitate and enable MOHR to carry out its activities leading to the achievement of itsstrategic goals. The basic interplay between the organizational strategy and the ICT strategy isthe dynamic between the organizational “requirement push” and the “technology pull”concept.The “requirement push” is the direct specification of information and processing needs byMOHR. However, true competitive advantages are very often gained through “technologypull”.
