Of <strong>the</strong>se top donors, four contribute mainly toFIFs (United States, Japan, Germany, and France) and four contributemainly to IBRD/IDA trust funds (United Kingdom, EuropeanCommission, Ne<strong>the</strong>rlands, and Norway), as shown in figure 2.4.These latter donors are thus <strong>the</strong> ones that engage most with <strong>the</strong> Bankon <strong>the</strong> use <strong>of</strong> trust funds and on <strong>the</strong>ir incorporation into <strong>the</strong> business<strong>of</strong> <strong>the</strong> Bank. <strong>An</strong>o<strong>the</strong>r 15 donors make up <strong>the</strong> majority <strong>of</strong> remainingcontributions (22 <strong>of</strong> <strong>the</strong> remaining 26 percent). Thirteen <strong>of</strong> <strong>the</strong>se 15donors are traditional sovereign donors and 2 are nontraditionaldonors—<strong>the</strong> Bill and Melinda Gates Foundation and <strong>the</strong> RussianFederation. The remaining 4 percent is made up <strong>of</strong> smallercontributions from many sovereign governments, intergovernmentalinstitutions, private nonpr<strong>of</strong>it entities, private for-pr<strong>of</strong>itorganizations, and o<strong>the</strong>r institutions.2.8 Single-donor and multidonor trust funds. With two exceptions,FIFs are MDTFs that pool <strong>the</strong> resources <strong>of</strong> two or more donors.Ten donorgovernmentsaccounted forabout 74percent <strong>of</strong> <strong>the</strong>totalcontributionsover <strong>the</strong> FY02–10, and <strong>the</strong>United Statesand UnitedKingdomtoge<strong>the</strong>raccounted forabout 26percent.Indeed, 7 <strong>of</strong> <strong>the</strong> 16 FIFs are supported by more than 10 donors, asshown in table 2.1 (and fur<strong>the</strong>r described in appendix E).15
