accordance with EC law and new <strong>on</strong>-going programmes and also takes into account internati<strong>on</strong>al activities andagreements, is based <strong>on</strong> recommendati<strong>on</strong>s adopted at COP and emphasizes c<strong>on</strong>servati<strong>on</strong> of ecosystems andbiodiversity as a whole. The approach reflects realistic, specifically defi ned objectives and is based <strong>on</strong> the currentstate of affairs and local c<strong>on</strong>diti<strong>on</strong>s in the CR.IV. Procedures and ObjectivesThe Nati<strong>on</strong>al Biodiversity Strategy of the Czech Republic has been prepared according to the structure andin accordance with the EC Strategy. The divisi<strong>on</strong> of the individual chapters into strategic themes (ecosystemapproach; in-situ c<strong>on</strong>servati<strong>on</strong>, ex-situ c<strong>on</strong>servati<strong>on</strong>; sustainable use; etc.) and biodiversity into sectoral policies(agriculture, forest ecosystems, water and wetland ecosystems, etc.) is maintained. The individual chapters arealways adapted to the specific c<strong>on</strong>diti<strong>on</strong>s in the CR. Implementati<strong>on</strong> of the Strategy can substantially c<strong>on</strong>tributeto achieving the objectives set out in the Sustainable Development Strategy of the Czech Republic in December2004.All the individual steps that CBD requires (CBD, 2001) were included in preparing the Strategy:• Establishing an instituti<strong>on</strong>al framework for preparing the Strategy, including appointing a seniorofficer. The Strategy was prepared by the Department for the Internati<strong>on</strong>al C<strong>on</strong>servati<strong>on</strong> of Biodiversity of theMinistry of the Envir<strong>on</strong>ment in cooperati<strong>on</strong> with the Ministry of Agriculture (MA). The resp<strong>on</strong>sible pers<strong>on</strong>s wereJana Brožová, MSc. at ME and Jiří Stehlík, Dipl. Techn. at MA.• Fundraising for the process. Funds were allocated from special subsidies for implementati<strong>on</strong> of internati<strong>on</strong>alc<strong>on</strong>venti<strong>on</strong>s at ME. They were used primarily as fees for the individual authors and c<strong>on</strong>sultants for the chapters,working outside of the sector of the envir<strong>on</strong>ment, and for promoti<strong>on</strong>al and public awareness activities relatedto the Strategy.• Evaluati<strong>on</strong> of the state of biodiversity in the framework of the competence of the State was basedboth <strong>on</strong> c<strong>on</strong>ceptual materials from the individual sectors (the most important are the State Nature C<strong>on</strong>servati<strong>on</strong>and Landscape Protecti<strong>on</strong> Programme of the Czech Republic and the State Envir<strong>on</strong>mental Policy of the CzechRepublic) and also <strong>on</strong> the experience and knowledge of the individual authors.• Formulati<strong>on</strong> and discussi<strong>on</strong> of the objectives of the Strategy through dialogue at a nati<strong>on</strong>al levelwith the corresp<strong>on</strong>ding partners. Meetings of the working groups were held during the preparati<strong>on</strong> of theStrategy, to which c<strong>on</strong>sultants for the individual chapters and also representatives of the private sector wereinvited. Two meetings were also held of the Czech Committee for the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Biological</strong> <strong>Diversity</strong> andwith NGOs; the chapters were sent for c<strong>on</strong>sultati<strong>on</strong> to experts at scientifi c instituti<strong>on</strong>s.• Comparis<strong>on</strong> of current c<strong>on</strong>diti<strong>on</strong>s with the general and individual objectives was carried outindividually for each chapter.• Formulati<strong>on</strong> of steps that include specified key aspects and drawing up criteria and priorities forfacilitati<strong>on</strong> of the choice am<strong>on</strong>g various alternatives and scenarios was the subject of c<strong>on</strong>sultati<strong>on</strong>s ofthe drafting party with the authors of the individual chapters, which took place throughout the preparati<strong>on</strong> ofthe Strategy.• The assignment of acti<strong>on</strong>s to general objectives will be the further process of formulating individualbiodiversity c<strong>on</strong>servati<strong>on</strong> acti<strong>on</strong> plans.The Strategy c<strong>on</strong>tributes to a pro-active approach for nature c<strong>on</strong>servati<strong>on</strong>, where an isolated protecti<strong>on</strong>approach excluding human activity in nature c<strong>on</strong>servati<strong>on</strong> is no l<strong>on</strong>ger employed and emphasis is placed rather15
