X. Exchange of Informati<strong>on</strong>I. Introducti<strong>on</strong>Informati<strong>on</strong> <strong>on</strong> the state of biodiversity and the availability of this informati<strong>on</strong> c<strong>on</strong>stitutes a basic prec<strong>on</strong>diti<strong>on</strong>for increasing the general public and target groups awareness of biodiversity. With the development of theglobal computer network, a c<strong>on</strong>siderable informati<strong>on</strong> <strong>on</strong> biodiversity is transferred particularly in electr<strong>on</strong>ic form.The obligati<strong>on</strong> to exchange, provide and communicate informati<strong>on</strong> related to the c<strong>on</strong>servati<strong>on</strong> of biodiversityand sustainable use of its comp<strong>on</strong>ents from all available sources follows from Article 17 of the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g><strong>on</strong> <strong>Biological</strong> <strong>Diversity</strong>. Exchange of informati<strong>on</strong> <strong>on</strong> biodiversity c<strong>on</strong>sists primarily in access to informati<strong>on</strong> <strong>on</strong>the results of scientific, technical and social-ec<strong>on</strong>omic research, similar to the availability of informati<strong>on</strong> <strong>on</strong>research and educati<strong>on</strong> programmes (Art. 17 of the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>). The Clearing-House Mechanism of the<str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Biological</strong> <strong>Diversity</strong> (CHM CBD) was established for this purpose as a basic informati<strong>on</strong>instrument, intended to ensure exchange of informati<strong>on</strong> <strong>on</strong> biodiversity at a nati<strong>on</strong>al level, in the framework ofa certain part of the world (EU, Europe) and <strong>on</strong> a global scale.II. Current C<strong>on</strong>diti<strong>on</strong>sIn 2003, 37 informati<strong>on</strong> systems were in operati<strong>on</strong> in the envir<strong>on</strong>mental sector, together with several thousandindependent databases, established in the carly 1990s without mutual coordinati<strong>on</strong>. The outputs from theseinformati<strong>on</strong> systems are not uniform and frequently no records are kept of them. The data storehouse of ME,the Centre for Public Informati<strong>on</strong> Services (CPIS) catalogue and a specialized metainformati<strong>on</strong> system, whichis part of the Unified Envir<strong>on</strong>mental Informati<strong>on</strong> System (UEIS), are intended to partly resolve this problem. Inthe framework of UEIS, whose administrati<strong>on</strong> and establishment is in the competence of the envir<strong>on</strong>mentalsector, a nati<strong>on</strong>al Clearing House Mechanism for the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Biological</strong> <strong>Diversity</strong> is being created (www.chm.nature.cz), coordinated by ANCLP CR, and the envir<strong>on</strong>mental web site in the framework of the Informati<strong>on</strong>Strategy of ME for 2004 - 2006.From March 1, 2004, a PHARE twinning project was commenced with the Federal Ministry for the Envir<strong>on</strong>ment,Nature C<strong>on</strong>servati<strong>on</strong> and Nuclear Safety of FRG (Bundesministerium für Umwelt, Naturschutz und Reaktorsicherheit- BMU). The main objective of the project is implementati<strong>on</strong> of an integrated data model in accordance with theCENIA agency (Czech Envir<strong>on</strong>mental Informati<strong>on</strong> Agency - transformed Czech Envir<strong>on</strong>mental Institute). It is thetask of this agency to provide for practical and detailed implementati<strong>on</strong> of the EC legislati<strong>on</strong> (and legislati<strong>on</strong> atother levels) <strong>on</strong> the envir<strong>on</strong>ment, i.e. centralized data collecti<strong>on</strong> and c<strong>on</strong>trol, and evaluati<strong>on</strong> of the effectivenessof all the envir<strong>on</strong>mental laws. CENIA will provide for exchange of data <strong>on</strong> the envir<strong>on</strong>ment between nati<strong>on</strong>al andregi<strong>on</strong>al administrati<strong>on</strong>s, reporting in accordance with the EC Directives and harm<strong>on</strong>izati<strong>on</strong> with the requirementsof the EC legislati<strong>on</strong> and the legislati<strong>on</strong> at other levels. It will also be resp<strong>on</strong>sible for reporting <strong>on</strong> the state of theenvir<strong>on</strong>ment, preparati<strong>on</strong> of analyses, policies, distributi<strong>on</strong> of public informati<strong>on</strong> and provisi<strong>on</strong> of c<strong>on</strong>sultati<strong>on</strong>to special-interest groups. The CENIA agency should also integrate the reporting <strong>on</strong> the envir<strong>on</strong>ment, includingindicators of sustainable development, and will establish c<strong>on</strong>diti<strong>on</strong>s for data collecti<strong>on</strong>, with the objective ofestablishing a uniform informati<strong>on</strong> system in envir<strong>on</strong>mental protecti<strong>on</strong>, which will be used by both the stateadministrati<strong>on</strong> and the public.64
