IX. Research Biodiversity StrategyI. Introducti<strong>on</strong>According to CBD, support for and stimulati<strong>on</strong> of research c<strong>on</strong>tributing to the c<strong>on</strong>servati<strong>on</strong> and sustainable useof the comp<strong>on</strong>ents of biodiversity is an important step towards the biodiversity c<strong>on</strong>servati<strong>on</strong>. Although researchin the area of biodiversity has been c<strong>on</strong>stantly developing, it is necessary to improve its scientifi c basis andincrease support, as research informati<strong>on</strong> c<strong>on</strong>stitutes the basic c<strong>on</strong>diti<strong>on</strong> for biodiversity c<strong>on</strong>servati<strong>on</strong>. Thereis insufficient interc<strong>on</strong>necti<strong>on</strong> between biodiversity research, the development of methods of c<strong>on</strong>servati<strong>on</strong> andsustainable use of biological resources and practical management in the landscape. This entire subject area liesmainly within the scope of the natural sciences; however, because it is not possible to ignore the fundamentalimpact of man <strong>on</strong> biodiversity, it is important not to loose sight of the ec<strong>on</strong>omic and social aspects of thesubject.It is a great challenge to the scientific community to be able to provide results that can form the basis for makingolitical decisi<strong>on</strong>s (e.g. providing access to the results of research for n<strong>on</strong>-professi<strong>on</strong>al users) and that can beused for sustainable use of biodiversity at all levels, from the local or nati<strong>on</strong>al to the global. For this process, itis important:1) to commence high-quality, balanced, inter-sectoral cooperati<strong>on</strong>, so that it is possible to formulate and resolvequesti<strong>on</strong>s related to biodiversity in its total complexity. This cooperati<strong>on</strong> should realistically formulate questi<strong>on</strong>sfrom identificati<strong>on</strong> of the extent and compositi<strong>on</strong> of biodiversity to management of biodiversity in the broadestsense of the word;2) to modify or treat the results of research so that they c<strong>on</strong>stitute generally applicable informati<strong>on</strong> (flexibledatabase), corresp<strong>on</strong>ding to the requirements of nature c<strong>on</strong>servati<strong>on</strong> and management and that can also be usedfor the work of the bodies of the state administrati<strong>on</strong> and for policy decisi<strong>on</strong>s in general;3) provide this informati<strong>on</strong> for policy decisi<strong>on</strong>-making or to other sectors and factors;4) increase intersectoral cooperati<strong>on</strong> of ME, MRD and MA under the c<strong>on</strong>diti<strong>on</strong>s in the CR.II. Current C<strong>on</strong>diti<strong>on</strong>sResearch in biological diversity in the Czech Republic is based <strong>on</strong> a l<strong>on</strong>g traditi<strong>on</strong> and <strong>on</strong> well-establishedinstituti<strong>on</strong>s c<strong>on</strong>cerned with development of scientific knowledge (universities, scientific instituti<strong>on</strong>s of theAcademy of Sciences of the CR) and <strong>on</strong> storage of documents of local flora and fauna (museums, botanicalgardens, scientific collecti<strong>on</strong>s). Individual projects are financed by the Grant Agency of the CR and other sources.However, there is no framework programme c<strong>on</strong>cerned exclusively with biodiversity, in spite of repeated attemptsto establish the Nati<strong>on</strong>al Centre for Biodiversity Research through the Ministry of Educati<strong>on</strong>, Youth and Sportsprogrammes.Current scientific knowledge <strong>on</strong> biological diversity in the Czech Republic has c<strong>on</strong>centrated mainly <strong>on</strong> flora andfauna research, leading to the preparati<strong>on</strong> and improvements of lists of species, knowledge of the their distributi<strong>on</strong>range and basic habitat requirements <strong>on</strong> habitat. This type of research has also led to diverse m<strong>on</strong>itoringprogrammes. The structures of various guilds assemblages and communities have been studied, the character of60
