VII. Ecosystem Approach as the Key Principle in Management of EcosystemsAI.I. IntroductionIn-situ biodiversity management was significantly changed over the last 20 years. Although the conservation oftargeted species and subspecies of wild fauna and flora is one of the traditional activities of state and voluntarynature conservation, it has been found that the most effective and usually the cheapest way of in situ biodiversitymanagement remains the conservation of specifi c habitats and ecosystems management.The ecosystem approach is a strategy for integrated management of land, water and living resources thatpromotes conservation and sustainable use in an equitable way. It is based on the application of appropriatescientific methodologies focused on level of biological systems that encompass the essential structure, processes,functions and interactions among organisms and their environment. The ecosystem approach recognizes thathumans, with their cultural diversity, are an integral part of many ecosystems.The ecosystem approach does not a priori exclude other management and conservation approaches, such asUNESCO biosphere reservations, protected areas or single-species conservation programmes for wild flora andfauna and micro-organisms, as well as other approaches carried out under existing national policy and legislativeframeworks. It rather should include the above mentioned approaches and other methodologies so as to copewith the complexity of biodiversity management and sustainable use of its components. Therefore there is nosingle way to implement the ecosystem approach.At the present, the ecosystem approach is taken as a principle of a number of multilateral international agreements(<strong>Convention</strong> for the Protection of the Marine Environment of the North-East Atlantic, the Kyoto Protocol to the UNFramework <strong>Convention</strong> on Climate Change) and of international intergovernmental organizations (e.g. FAO). It hasalso become a part of the legislation in some countries, such as Canada. The greatest progress has been madeby state institutions and the nongovernmental sector in applying the ecosystem approach in USA, where this hasbecome the starting point for the ecosystem management, which has constituted a conceptual framework for thework of all federal institutions, focused on the environmental management, since the middle of the 1990’s.II.III.IV.V.VI.VII.VIII.IX.X.XI.XII.Although the ecosystem approach is considered to be one of the basic principles of CBD, it is not included in the<strong>Convention</strong> text. Nonetheless, the “Malawi Principles” (Decision VII/11) and the guidelines for their applicationwere reviewed in this sense. It was done on the basis of case studies and experience gained to date, alongwith completed search of the degree to which the ecosystem approach is incorporated into CBD’s thematicprogrammes and cross-cutting activities.II. Current ConditionsThe principles of the ecosystem approach as formulated according to the CBD “Malawi Principles” have not beentested on any specific programme or project in the CR.51
