II. Invasive Alien SpeciesAI.I. IntroductionThe anthropogenic transfer of taxa across the boundaries of biogeographic areas is an unavoidable phenomenonaccompanying the human civilisation development. This chapter is concerned with both non- native species(exotic, intentionally and unintentionally introduced, advent species) and spontaneously spreading species thatare of long-term importance in their negative impact on the environment, economy and human health. This iscalled an invasion and these are termed invasive species.Species that have occupied an area over a long period of time but only recently have begun, for various reasons,to spread to other habitats, can have similar consequences. This is called expansion and these are known asexpansive species.The negative effect of invasive alien species (CBD) has increased in connection with increasing mobility, tradeand tourism, accompanied by the on-going and expected globalization. However, this process is most frequentlyrelated to economic utilization of species in gardening, agriculture, fisheries, farm and hobby and pet keeping(breeding and cultivating) and forestry and can be connected with GMOs – genetically modifi ed organisms.A number of international multilateral agreements have been adopted in connection with the negative impactsof invasive alien species: e.g., International Plant Protection <strong>Convention</strong> (Rome, 1951), the <strong>Convention</strong> on theConservation of European Wildlife and Natural Habitats (Bern, 1979) and the <strong>Convention</strong> on Biological Diversity(CBD, Rio de Janeiro, 1992). According to the CBD, the handling of these species should be subject to theprinciples adopted by the Sixth Conference of Parties to the CBD in 2002. According to the Decision VI/23, themost important principle for effective implementation of the Article 8 (h) of the <strong>Convention</strong>, which is concernedwith this subject, is the precautionary approach. It follows from this that lack of scientifi c certainty about theenvironment, social and economic risks and threats that could be caused by invasive alien species should notbe used as a reason for failure to adopt preventative measures against the introduction of potentially invasivealien species.II.III.IV.V.VI.VII.VIII.IX.X.XI.XII.In the framework of the Bern <strong>Convention</strong>, the Pan-European Strategy on Invasive Alien Species was adoptedin 2003 as an instrument to assist European countries in implementing obligations including veterinary andphytosanitary measures. On the basis of the experience raised, suitable programmes, measures and top-priorityactions in eliminating these species from the environment, which they have invaded, are to be proposed,implemented and evaluated. Simultaneously, the Contracting Parties to the Bern <strong>Convention</strong> are requested todevelop, adopt and implement national strategies.The EC legislation deals with the subject in the Directive 79/409/EEC on the conservation of wild birds and theDirective 92/43/EEC on the conservation of natural habitats and of wild fauna and fl ora. According to these twoDirectives, the deliberate introduction into the wild of any non-indigenous species must be performed so as notto damage natural habitats or the native wild fauna and fl ora.Since 1969, the programme of the SCOPE has been in operation, followed in 1982 by the Ecology of BiologicalInvasions Programme and, from 1997, the Global Invasive Species Programme – GISP, which is currently in thesecond phase. IUCN – the World Conservation Union established the Invasive Species Specialist Group to27
