Purpose of the reportTo inform the Board of Directors of: The Trust’s progress with its quality improvement plans The current level of compliance with regulatory and internal standards of practice The reported experience of using services The quality of the care environment2. ProvenanceThe Trust has developed a quality improvement framework based on the measurementof regulatory compliance, standards of practice and the evaluation of services bypeople who use them. These measures are combined with other quality andperformance information to allow monitoring through team dashboards.3. Key points for the Board to note3.1 This report will have been considered in detail at the Quality and Safety Committee on22 March 20123.2 The Trust is required to review and refresh its statement of compliance with therequirements of Eliminating Mixed Sex Accommodation. There have been no reportablebreaches in the past twelve months and the Board is asked to approve the publicationof the statement in section 10 (page 14)3.3 The Trust has agreed the Commissioning for Quality and Innovation (CQUIN) targetsfor 2012 /13. These targets have been agreed through reference to national mandatorytargets and local commissioner and provider priorities.3.4 The Heads of Profession and Practice are working with modern matrons and seniormanagers to improve the reliability of the provider compliance assessment (PCA)checking process. This will enable the Board of Directors to have improved confidencein KPI 290 which is the principle measure of assurance in relation to team levelassessments of compliance with CQC outcome standards.3.5 The Care Quality Commission Mental Health Act inspectorate have carried out a reviewof Community Treatment Orders (CTOs) within the Trust. The findings of the reviewwere still awaited at the time of writing.3.6 A quality, safety and effectiveness dashboard has been agreed with commissioners.From April 2012, this will form the basis of the Trust’s monthly contract quality reviewsand will be included in future quarterly reports to the Board.
