it is alleged that people are also restricted from carry<strong>in</strong>g agricultural produces formarket<strong>in</strong>g outside the sanctuary area thus, reduc<strong>in</strong>g their livelihood options.The distress caused by loss of <strong>in</strong>come from both stoppage of collection of NTFPs andloss of land has compelled the nomadic tribe of protected areas to resort to wagelabour, migrate to <strong>in</strong>dustrial places and at times mortgaged their scarce assets to availemergency loans.The most alarm<strong>in</strong>g th<strong>in</strong>g is the imposition of ban on fuel-wood collection. Fuel-woodis very basic need of villagers. The villagers are restricted to pluck a piece of dried leafand twig from the forest area and violation of this has reportedly led to the most<strong>in</strong>human consequences <strong>in</strong> the hands of the FD.12. Restrictions on mobility and access to basic servicesAnother major implication of wildlife policy is the <strong>in</strong>creas<strong>in</strong>g restriction on themobility of people resid<strong>in</strong>g <strong>in</strong> the protected areas. The control of the authorities isfurther strengthened through the Wildlife (Amendment) Act 2002, accord<strong>in</strong>g to whichrestrictions on the entry will immediately come <strong>in</strong>to effect with the declaration of<strong>in</strong>tention to create a protected area(Section 27). People liv<strong>in</strong>g <strong>in</strong>side the Sanctuaryhave to face lot of difficulties due to poor access to health facilities because of thedistant location of Primary Health Centers. There has been hardly any effort from thegovernment side to provide alternative health services <strong>in</strong> these areas. We have gotreports from different protected areas that people carry<strong>in</strong>g patients are stopped at thegate lead<strong>in</strong>g to medical complications, and the reason cited is that go<strong>in</strong>g outside thesanctuary <strong>in</strong> night is not permissible. Effectively all access to services from outsideworld is restricted, and the people are cut off from basic human needs of health,education etc.Further, restrictions over the mobility of outside traders and local people (especiallywhile carry<strong>in</strong>g commodities to sell outside), on implementation of social securityprogrammes like Indira Awas Yojana, Jawahar Gram Samridhi Yojana, ICDS etc.deprive the people from basic services which is a violation of fundamental rights of138
