6. Research and Monitoring Programmes: A research and monitoringprogramme is an essential component of PA management. Trend in plantsuccession, migratory patterns of birds and ungulates, and stream flow are fewindicators of positive or negative responses wildlife to management practices.7. Biological-resource management programmes: A biological resourcemanagement plan can clarify possible needs for interventions (firemanagement, restoration, captive breeding, eradication of exotic species, etc.)and their geological placements, seasonal timings, etc. the plan should alsoincludes prescription for protection of genetic resources, for fostering andmaintaining path dynamics, and for other detailed measures. An array ofmethods is available for conserving biodiversity at genetic, species andecosystem level. The findings of research and monitoring can be applied in thecontext of PAs as per the requirement.8. Educational programmes: PAs are excellent places for educating people aboutnature and the relationship between nature and people. Various countries viewPAs as a appropriate place for environmental education and intellectualdevelopment.9. Use management programmes: All IUCN management categories feature oneor more types of human use ranging from direct uses (Tourism, recreation,extraction of NTFPs, etc.) to indirect uses (environmental services such aswatershed protection, soil conservation, geo-chemical cycles, etc.). The degreeto which biodiversity is conserved at genetic, species and ecosystem levels willdepend on how these use regimes are managed.10. Bioregional management programme: PAs be a component of largerlandscape or seascape. For biological, social, cultural and economical reasonsPAs should not be considered as islands of conservation with conflicts arisingpertaining to resource governance. PA management where overall objective isbiodiversity conservation will succeed only if co-operative arrangementspeople made between public agencies, local people and industries. Theseagreements must ensure that the management of biological resources andecosystems in adjacent areas are consistent with the management objectives ofPAs.18
Protected Area Network in IndiaIndia has a large network of Protected Areas (PAs) including national parks andwildlife sanctuaries. These protected areas are vital to the conservation of thebiological diversity of the country. Not only are they valuable heritage assets, but theyalso play an important role in protecting watersheds and coastlines, providinglivelihoods and encouraging conservation. In the 1980’s, the Wildlife Institute of Indiaprovided a unique framework of conservation planning which analysed the existingprotected area network scientifically, and identified the inadequacies and gaps in thecoverage. The framework divided the country into ten zones: trans-Himalaya,Himalaya, desert, semi-arid, Western Ghats, Deccan peninsula, Gangetic plain, coasts,northeast, and the islands, with 26 identified biotic provinces within them. From 3.34per cent of the country’s total geographical area, the Protected Area network hasgrown to attain the present status of 4.73 per cent in 25 years.WILD LIFE SANCTUARIESThere area 492 existing wildlife sanctuaries in India covering an area of 117,077.41km 2 , which is 3.56% of the geographical area of the country. Another 217 sanctuariesare proposed in the Protected Area Network covering an area of 16,669.44km 2 .
