the premise that subsistence users of biological diversity value it the most, are worstaffected by its depletion and are therefore motivated to use it <strong>in</strong> a susta<strong>in</strong>able fashion.While these divergent conservation paradigms might well apply to all landscapes <strong>in</strong>the country, the debate assumes its most strident tone <strong>in</strong> respect of the country’snetwork of <strong>Protected</strong> <strong>Area</strong>s (wildlife sanctuaries and national parks).The approach to biodiversity conservation <strong>Orissa</strong>, as elsewhere <strong>in</strong> the country, hasbeen through exclusionary reserves for wildlife conservation through creation of<strong>Protected</strong> <strong>Area</strong>s. In the past few months the State Government has taken steps <strong>in</strong>propos<strong>in</strong>g an <strong>in</strong>crease <strong>in</strong> the area under <strong>Protected</strong> <strong>Area</strong> network but on the other handthere has hardly been any effort to deal with the people liv<strong>in</strong>g with<strong>in</strong> the protectedareas. The present conservation paradigm based on exclusion pr<strong>in</strong>ciple directlyhampers the livelihood of the local people liv<strong>in</strong>g with<strong>in</strong> the <strong>Protected</strong> <strong>Area</strong>s bysnatch<strong>in</strong>g away their ‘Right to Live’. Simultaneously threats to <strong>Protected</strong> <strong>Area</strong>s andlocal communities from activities like m<strong>in</strong><strong>in</strong>g are rapidly <strong>in</strong>creas<strong>in</strong>g <strong>in</strong> <strong>Orissa</strong>. This iscreat<strong>in</strong>g a conflict<strong>in</strong>g as well as confus<strong>in</strong>g situation as the people with<strong>in</strong> the <strong>Protected</strong><strong>Area</strong>s are not sure about their lives and livelihood.At this juncture it was felt that balanc<strong>in</strong>g conservation and livelihoods <strong>in</strong> the contextof <strong>Protected</strong> <strong>Area</strong>s and tackl<strong>in</strong>g the key threats to conservation becomes veryimportant. These dw<strong>in</strong>dl<strong>in</strong>g situations prompted us to take up the issue and carry out<strong>in</strong>tensive studies to know the exact situation of both the people and the wildlife (floraand fauna) with<strong>in</strong> the <strong>Protected</strong> <strong>Area</strong>s and possibly come out with alternatives bestsuitable for both.To start with we needed to have a database of the <strong>Protected</strong> <strong>Area</strong> network <strong>in</strong> <strong>Orissa</strong>.In our effort to compile the exist<strong>in</strong>g <strong>in</strong>formation (both secondary and primary) fromvarious sources we came out with this Status Report of the <strong>Protected</strong> <strong>Area</strong>s <strong>in</strong> <strong>Orissa</strong>.This report gives a comprehensive picture of the status of <strong>Protected</strong> <strong>Area</strong>s <strong>in</strong> <strong>Orissa</strong>.We have tried to put forth the conservation measures taken and the issues prevail<strong>in</strong>g<strong>in</strong> the <strong>Protected</strong> <strong>Area</strong>s <strong>in</strong> <strong>Orissa</strong>. This is just a prelim<strong>in</strong>ary work undertaken by us andwe <strong>in</strong>vite all sorts of comments and suggestions to further strengthen our work.4
