Between 1-3 October, a Polish Politburo delegati<strong>on</strong> led by Gomułka paid avisit to Moscow. Some formulati<strong>on</strong>s used by <str<strong>on</strong>g>the</str<strong>on</strong>g> Soviet leaders in <str<strong>on</strong>g>the</str<strong>on</strong>g> Moscowdiscussi<strong>on</strong>s sounded reassuring. During talks <strong>on</strong> internati<strong>on</strong>al problems, Brezhnevdeclared: “In Europe, <str<strong>on</strong>g>the</str<strong>on</strong>g> questi<strong>on</strong> of finishing <str<strong>on</strong>g>and</str<strong>on</strong>g> resolving <str<strong>on</strong>g>the</str<strong>on</strong>g> results of <str<strong>on</strong>g>the</str<strong>on</strong>g>Sec<strong>on</strong>d World War is placed at <str<strong>on</strong>g>the</str<strong>on</strong>g> center of our interest. It will take a great dealof effort to reach a border recogniti<strong>on</strong> – we fight for it toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r with you.” 35 But at<str<strong>on</strong>g>the</str<strong>on</strong>g> working level it was difficult to speak about this same attitude, <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Polishdelegati<strong>on</strong> correctly suspected that <str<strong>on</strong>g>the</str<strong>on</strong>g> Soviets still wanted to exclude <str<strong>on</strong>g>the</str<strong>on</strong>g> questi<strong>on</strong>of borders from <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>ference agenda to be proposed by <str<strong>on</strong>g>the</str<strong>on</strong>g> bloc.Disappointed with <str<strong>on</strong>g>the</str<strong>on</strong>g> Soviet positi<strong>on</strong>, Warsaw decided to present its ideasin written form. The Polish “Memor<str<strong>on</strong>g>and</str<strong>on</strong>g>um” passed to <str<strong>on</strong>g>the</str<strong>on</strong>g> Soviets stressed interestin c<strong>on</strong>sultati<strong>on</strong>s with <str<strong>on</strong>g>the</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r bloc countries <str<strong>on</strong>g>and</str<strong>on</strong>g> supported Czechoslovakia’ssuggesti<strong>on</strong> of meeting in Prague to work out a comm<strong>on</strong> positi<strong>on</strong>. Recalling <str<strong>on</strong>g>the</str<strong>on</strong>g>Budapest Appeal, <str<strong>on</strong>g>the</str<strong>on</strong>g> Poles wanted <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>ference to deal with <str<strong>on</strong>g>the</str<strong>on</strong>g> full scope ofquesti<strong>on</strong>s c<strong>on</strong>cerning European security. 36 The Poles <strong>on</strong>ce more explained <str<strong>on</strong>g>the</str<strong>on</strong>g>irunderst<str<strong>on</strong>g>and</str<strong>on</strong>g>ing of security <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> role played by postwar border issues. Theprinciple of respecting sovereignty as well as a renunciati<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> use of forcewere to become part of a treaty <strong>on</strong> security <str<strong>on</strong>g>and</str<strong>on</strong>g> cooperati<strong>on</strong> in Europe, <str<strong>on</strong>g>and</str<strong>on</strong>g>underlined that any agreement <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> renunciati<strong>on</strong> of force, in which <str<strong>on</strong>g>the</str<strong>on</strong>g> FederalRepublic would participate, without a simultaneous recogniti<strong>on</strong> of borders wouldnot represent progress. According to <str<strong>on</strong>g>the</str<strong>on</strong>g> Polish memor<str<strong>on</strong>g>and</str<strong>on</strong>g>um, <str<strong>on</strong>g>the</str<strong>on</strong>g> Soviet proposalfor an agreement <strong>on</strong> ec<strong>on</strong>omic cooperati<strong>on</strong> was overly general.
