The Polish delegati<strong>on</strong> came a day earlier to meet with Semenov <str<strong>on</strong>g>and</str<strong>on</strong>g> hisstaff <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>on</strong>ce more tried to c<strong>on</strong>vince <str<strong>on</strong>g>the</str<strong>on</strong>g>m to accept an alterati<strong>on</strong> c<strong>on</strong>cerning <str<strong>on</strong>g>the</str<strong>on</strong>g>borders. As <str<strong>on</strong>g>the</str<strong>on</strong>g> Polish Deputy Minister Winiewicz wrote: “<str<strong>on</strong>g>the</str<strong>on</strong>g> discussi<strong>on</strong> withSemenov was in many parts visibly unpleasant. He presented <str<strong>on</strong>g>the</str<strong>on</strong>g> Soviet positi<strong>on</strong>very firmly.” 43 But finally retreating to a decisi<strong>on</strong> received from <str<strong>on</strong>g>the</str<strong>on</strong>g> leadership,Semenov accepted <str<strong>on</strong>g>the</str<strong>on</strong>g> Polish point of view. When he made <str<strong>on</strong>g>the</str<strong>on</strong>g> reservati<strong>on</strong> that incase of Western resistance <str<strong>on</strong>g>the</str<strong>on</strong>g>y would have to give it up, Winiewicz remarked thatif documents c<strong>on</strong>cerning a European c<strong>on</strong>ference were accepted by <str<strong>on</strong>g>the</str<strong>on</strong>g> WarsawPact foreign ministers in Prague, it would mean that <str<strong>on</strong>g>the</str<strong>on</strong>g>y ceased to be just Sovietdocuments <str<strong>on</strong>g>and</str<strong>on</strong>g> began to be resoluti<strong>on</strong>s of <str<strong>on</strong>g>the</str<strong>on</strong>g> whole bloc, <str<strong>on</strong>g>and</str<strong>on</strong>g> thus <str<strong>on</strong>g>the</str<strong>on</strong>g> bloc had <str<strong>on</strong>g>the</str<strong>on</strong>g>right to decide <str<strong>on</strong>g>the</str<strong>on</strong>g> future of <str<strong>on</strong>g>the</str<strong>on</strong>g> documents. In <str<strong>on</strong>g>the</str<strong>on</strong>g> discussi<strong>on</strong> with Semenov,Winiewicz also menti<strong>on</strong>ed <str<strong>on</strong>g>the</str<strong>on</strong>g> questi<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> Polish draft for a “Treaty <strong>on</strong><strong>Security</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> Cooperati<strong>on</strong> in Europe”. 44 Semenov was avoiding talks <strong>on</strong> this issuebut Winiewicz was persistent, returning to this subject repeatedly. When <str<strong>on</strong>g>the</str<strong>on</strong>g>CPSU CC accepted it, Semenov announced during a plenary sessi<strong>on</strong> that <str<strong>on</strong>g>the</str<strong>on</strong>g>Polish draft for a “Treaty <strong>on</strong> European <strong>Security</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> Cooperati<strong>on</strong>” was compatiblewith <str<strong>on</strong>g>the</str<strong>on</strong>g> declarati<strong>on</strong>s from Bucharest (1966), Karlsbad (1967), <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> BudapestAppeal (1969), <str<strong>on</strong>g>and</str<strong>on</strong>g> that <str<strong>on</strong>g>the</str<strong>on</strong>g> Soviet Uni<strong>on</strong> would support <str<strong>on</strong>g>the</str<strong>on</strong>g> proposal if <str<strong>on</strong>g>the</str<strong>on</strong>g> Polishside were to submit it for discussi<strong>on</strong> at <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>ference. 45 The Poles were allowedto pass it <strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g> bloc countries.
