This was also a methodof slowing <str<strong>on</strong>g>the</str<strong>on</strong>g> process of discussing <str<strong>on</strong>g>the</str<strong>on</strong>g> inc<strong>on</strong>venient Polish draft. Warsaw wasaware of geopolitical realities <str<strong>on</strong>g>and</str<strong>on</strong>g> wanted to use opportunities that political <str<strong>on</strong>g>and</str<strong>on</strong>g>military organizati<strong>on</strong>s could provide in a divided world. Thus it attempted toc<strong>on</strong>vince <str<strong>on</strong>g>the</str<strong>on</strong>g> Soviet Uni<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r bloc countries to agree that <str<strong>on</strong>g>the</str<strong>on</strong>g> treaty <strong>on</strong><strong>Security</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> Cooperati<strong>on</strong> in Europe would be presented as a Polish draft,supported by <str<strong>on</strong>g>the</str<strong>on</strong>g> whole bloc, expecting that this way it would be treated moreseriously in <str<strong>on</strong>g>the</str<strong>on</strong>g> West <str<strong>on</strong>g>and</str<strong>on</strong>g> have a better chance of becoming reality.On 30-31 October 1969, <str<strong>on</strong>g>the</str<strong>on</strong>g> foreign ministers met in Prague <str<strong>on</strong>g>and</str<strong>on</strong>g> accepted<str<strong>on</strong>g>the</str<strong>on</strong>g> documents prepared in Moscow. In an unofficial meeting, <str<strong>on</strong>g>the</str<strong>on</strong>g> issue of <str<strong>on</strong>g>the</str<strong>on</strong>g>territorial status quo was brought under discussi<strong>on</strong> by Czechoslovak ForeignMinister Jan Marko. He suggested dealing with this issue in a tactical manner.Marko was supported by <str<strong>on</strong>g>the</str<strong>on</strong>g> Romanian Minister Corneliu Mănescu. The reacti<strong>on</strong>of <str<strong>on</strong>g>the</str<strong>on</strong>g> Polish Minister Jędrychowski was “sharp,” as he described it, <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>rministers withdrew <str<strong>on</strong>g>the</str<strong>on</strong>g>ir suggesti<strong>on</strong> to discuss <str<strong>on</strong>g>the</str<strong>on</strong>g> issue again. Never<str<strong>on</strong>g>the</str<strong>on</strong>g>less,during <str<strong>on</strong>g>the</str<strong>on</strong>g> plenary sessi<strong>on</strong>, Marko menti<strong>on</strong>ed that questi<strong>on</strong>s which would makestarting <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>ference more complicated should not have been placed into <str<strong>on</strong>g>the</str<strong>on</strong>g>agenda. 47 Finally <str<strong>on</strong>g>the</str<strong>on</strong>g> Moscow documents were accepted. The ministers alsodeveloped a formula c<strong>on</strong>cerning participati<strong>on</strong>. They declared that <str<strong>on</strong>g>the</str<strong>on</strong>g>y would notoppose American or Canadian participati<strong>on</strong>, but <str<strong>on</strong>g>the</str<strong>on</strong>g> participati<strong>on</strong> of both Germanstates be a c<strong>on</strong>diti<strong>on</strong>. The idea of creating a group of ec<strong>on</strong>omists was supported by<str<strong>on</strong>g>the</str<strong>on</strong>g> Hungarians who proposed to organize a meeting in Budapest. It was decidedthat Hungary would present more specific ideas for <str<strong>on</strong>g>the</str<strong>on</strong>g> agenda <str<strong>on</strong>g>and</str<strong>on</strong>g> exact times fora meeting, so Jędrychowski felt that at least <str<strong>on</strong>g>the</str<strong>on</strong>g> Polish idea to discuss ec<strong>on</strong>omicissues had been accepted. The Polish draft for <str<strong>on</strong>g>the</str<strong>on</strong>g> “Treaty <strong>on</strong> <strong>Security</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g>Cooperati<strong>on</strong> in Europe” was not discussed, as some countries said that <str<strong>on</strong>g>the</str<strong>on</strong>g>y46 Ibid.26
