General Orders of the Turks and Caicos Islands Public Service - 1998 Edition2.9.8 In any event, no Officer shall be permitted to be appointed on Contract terms for a consecutiveterm of longer than seventy two months.Order 2.10Temporary appointments2.10.1 Save where the letter of Appointment shall otherwise provide, Temporary Officers are subjectto all laws, Orders and other regulations governing the administration of the Public Service and theconduct of Government business, from time to time in force.1102 No expenditure shall be incurred on the employment of Temporary Officers over and above theapproved establishment of a Department without the prior approval of the Chief Secretary.10
General Orders of the Turks and Caicos Islands Public Service - 1998 EditionCHAPTER 3RESPONSIBILITIESOrder 3.1General3.1.1 If an error should occur in the day to day administration of these Orders and/or otherGovernment Regulations, no Officer should be allowed to gain or lose from it. Any overpayment madeto an Officer from public funds will be recovered by Government, after due enquiry, by deductionsfrom an Officer's salary over a reasonable period of time. However, where it is found that the Officerwas negligent in any way in respect of either causing or failing to take proper steps to avoid anoverpayment, then the hands shall be immediately repaid by the Officer. Depending upon thecircumstances, the Officer may also be subject to disciplinary action.3.1.2 Subject to Order 3.1.4, any underpayment by the Government to an Officer shall be made goodto the Officer.3.1.3 An Officer who makes use of Government property for his or her own personal benefit shall beliable, after due enquiry, to pay the charges that the Accountant General deems adequate, and any suchpayment may be obtained by Government by appropriate deductions from the Officer's salary.3.1.4 An Officer cannot make a claim for any allowance or award under these Orders unless theclaim is lodged:within six months of the Officer assuming duty on first Appointment or of termination ofAppointment if the claim relates to passage and baggage allowances; orwithin twelve months of the event giving rise to the , Limn in all othci cases.Order 3.2Improving Performance3.2.1 It is the duty of all Responsible Officers to assist Officers untici their control to improve theirjob performance. Responsible Officers are responsiblL. fur keeping the Job Descriptions of all Officersunder their control up to date and accurate and for identifying and agreeing work plans and annualperformance targets with each Officer.3.2.2 Responsible Officers will identify and agree the training and development needs of all Officersunder their control and will notify the Training Manager through the Chief Secretary of those needs sothat general training and development programmes can be planned for the Public Service.3.2.3 The identification of annual performance targets, and the resources necessary for theirachievement, will be consistent with, and be co-ordinated with, the preparation of the AnnualEstimates.3.2.4 Responsible Officers will, in each year on or before the last day of March, furnish performancereports to the Chief Secretary in respect of each Officer serving in their Ministry, Office orDepartment. Such reports shall relate to the previous twelve months. The appropriate form for thisreport, the work planning and review form, is given at Appendix E.3.2.5 The content of each report will be brought to the attention of each Officer by the ResponsibleOfficer on or before the last day of March. Every Officer shall be shown a copy of his or her report.11
