<strong>General</strong> <strong>Orders</strong> <strong>of</strong> <strong>the</strong> <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s <strong>Public</strong> <strong>Service</strong> - 1998 EditionOrder 2.3Transfer2.8.1 All Officers are liable for transfer to any post <strong>of</strong> equivalent grade in <strong>the</strong> Isl<strong>and</strong>s. Additionally,all Officers are appointed on <strong>the</strong> underst<strong>and</strong>ing that <strong>the</strong>y may be required to serve in any duty postwithin <strong>the</strong>ir own cadre within <strong>the</strong> Isl<strong>and</strong>s. An Officer who wishes to be considered for a transfer toano<strong>the</strong>r Ministry shall submit his or her application to <strong>the</strong> Chief Secretary through his or herresponsible Officer who shall forward it with his or her comments within five Working days.2.8.2 Subject to <strong>the</strong> o<strong>the</strong>r provisions <strong>of</strong> <strong>the</strong>se <strong>Orders</strong> a transfer <strong>of</strong> an Officer not involving any changein emoluments or grading may be made:by <strong>the</strong> Pennanent Secretary if <strong>the</strong> transfer is within his or her Ministry <strong>and</strong>any Department <strong>of</strong> that Ministry;Department Head if <strong>the</strong> transfer is within a Department orOffice; orby <strong>the</strong> Chief Secretary if <strong>the</strong> transfer is between Ministries.Order 2.9Contracts2.9.1 Appointments on Contract terms will be in accordance with <strong>the</strong> applicable form <strong>of</strong> Contract asdetermined by <strong>the</strong> Chief Secretary from time to time.2.9.2 Subject to Order 2.9.8 where an Officer is recruited <strong>the</strong> Contract may be for any number <strong>of</strong>months with a minimum <strong>of</strong> twelve months <strong>and</strong> gratuities will only be payable on satisfactorycompletion <strong>of</strong> <strong>the</strong> agreement except as may o<strong>the</strong>rwise be agreed in a contract regulated by o<strong>the</strong>rauthorities.2.9.3 Overseas Officers may not be <strong>of</strong>fered Contracts for less than twelve months residential servicesave for teachers who may be engaged on Contracts <strong>of</strong> not less than one academic year. Contracts <strong>of</strong>teachers will normally be for a period <strong>of</strong> twenty one to twenty four months <strong>and</strong> Contracts <strong>of</strong> Officerso<strong>the</strong>r than teachers will normally be for twenty four months <strong>of</strong> residential service. Contracts for morethan one tour may be <strong>of</strong>fered <strong>and</strong> exceptionally for periods between twelve <strong>and</strong> twenty one months.2.9.4 Contracts <strong>of</strong> Overseas Officers who are teachers will wherever possible be arranged so that ateacher proceeds on terminal leave at <strong>the</strong> start <strong>of</strong> <strong>the</strong> long school vacation.2.9.5 The Government's st<strong>and</strong>ard form <strong>of</strong> Contract is arranged so that <strong>the</strong> Officer shall give sixmonths' notice whe<strong>the</strong>r he or she wishes to continue in <strong>the</strong> service <strong>of</strong> <strong>the</strong> Government <strong>and</strong> it is upon <strong>the</strong>Government to decide whe<strong>the</strong>r it will <strong>of</strong>fer fur<strong>the</strong>r employment on terms to be mutually agreed. Whereno such notice is given it is assumed that <strong>the</strong> Officer does not wish to re-engage <strong>and</strong> recruitmentprocedures to fill <strong>the</strong> ensuing vacancy will be instituted.2.9.6 When <strong>the</strong> Officer wishes to re-engage <strong>and</strong> <strong>the</strong> employing Officer or Ministry supports <strong>the</strong>application <strong>the</strong>n <strong>the</strong> responsible Officer shall <strong>the</strong>n proceed in sawdance with <strong>the</strong> procedure, for fillingvacant posts.2.9.7 When <strong>the</strong> contract <strong>of</strong> an Officer wishing to re-engage is not to be renewed should be advised by<strong>the</strong> responsible Officer at as early a date as possible.9
