<strong>General</strong> <strong>Orders</strong> <strong>of</strong> <strong>the</strong> <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s <strong>Public</strong> <strong>Service</strong> - 1998 EditionCHAPTER 8LEAVEOrder 8.1Leave8.1.1 All leave is granted subject to <strong>the</strong> exigencies <strong>of</strong> <strong>the</strong> <strong>Public</strong> <strong>Service</strong> <strong>and</strong> at <strong>the</strong> discretion <strong>of</strong> <strong>the</strong>approving authority. Leave is not a right.8.1.2 Leave falls into four categories:annual leave which is earned by locally appointed Officers;vacation leave which is earned by Overseas Officers in accordancewith <strong>the</strong>ir Contracts <strong>of</strong> service <strong>and</strong> taken in <strong>the</strong> course <strong>of</strong> or following a tour <strong>of</strong> residentialservice;local leave which Overseas Officers (except teachers) may take <strong>of</strong> five Working Days ineach twelve months <strong>of</strong> resident service, which may not be accumulated, <strong>and</strong> may not to betaken within three months <strong>of</strong> <strong>the</strong>ir residential service starting nor three months <strong>of</strong> <strong>the</strong>ir tourending, <strong>and</strong> may not be taken in conjunction with vacation leave in <strong>the</strong> course <strong>of</strong> a tour; <strong>and</strong>occasional leave <strong>of</strong> seven Working Days a year may be granted to locally appointedOfficers against which occasional absences from duty may be charged at not more than twodays at a time. This leave is intended to cater for an Officer's occasional requirement to taketime <strong>of</strong>f for personal business during Normal Working Hours.8.1.3 Officers serving as teachers are deemed to have taken <strong>and</strong> exhausted <strong>the</strong>ir total leaveentitlements during <strong>the</strong> school vacations as determined by <strong>the</strong> Director <strong>of</strong> Education from time to time.8.1.4 Responsible Officers are authorised to grant leave to Officers under <strong>the</strong>ir control. All suchleave must be reported at least one month in advance to <strong>the</strong> Chief Secretary <strong>and</strong> Chief Accountant on<strong>the</strong> form prescribed in Appendix E. Sufficient time must be allowed for <strong>the</strong> recruitment <strong>of</strong> replacementOfficers where applicable.8.1.5 All leave <strong>of</strong> Department Heads <strong>and</strong> Permanent Secretaries must be approved by <strong>the</strong> ChiefSecretary. All such leave must be reported to <strong>the</strong> Chief Secretary <strong>and</strong> Chief Accountant on <strong>the</strong> formprescribed in Appendix-E.8.1.6 As a general rule it is a condition <strong>of</strong> granting leave that <strong>the</strong> duties <strong>of</strong> <strong>the</strong> Officer on leave willbe satisfactorily performed in his or her absence <strong>and</strong> that no additional costs will arise as a result <strong>of</strong>that leave that is not provided for in <strong>the</strong> Annual Estimates.8.1.7 Leave earned will be computed in Working Days <strong>and</strong> will commence from <strong>the</strong> Working Dayafter an Officer has h<strong>and</strong>ed over his or her duties <strong>and</strong> end on <strong>the</strong> Working Day preceding that on whichhe or she would normally resume duty.8.1.8 Any leave granted under <strong>the</strong>se <strong>Orders</strong> may by <strong>the</strong> authority empowered to grant leave becancelled if it is desirable that an Officer should return to duty before <strong>the</strong> expiry <strong>of</strong> <strong>the</strong> leave granted,provided that <strong>the</strong> unexpired portion <strong>of</strong> <strong>the</strong> leave may be taken on a subsequent occasion.8.1.19 An Officer seeking an extension <strong>of</strong> leave must in <strong>the</strong> absence <strong>of</strong> exceptional circumstancesapply to his or her Department Head (or Permanent Secretary or Chief Secretary) in sufficient time for32
