General Orders of the Turks and Caicos Islands Public Service - 1998 Editionpart of a month immediately before and a part of a month irnmediatel® after the application of the shiftrequirement, provided that the Officer is working on a shift basis throughout this time.7 5.2 Officers who are members of the Police Force and subject to a separate salary scale whichincorporates a shift working allowance are not entitled to receive this shift allowance.7.5.3 No Officer in receipt of a duty allowance which incorporates an element in respect of shiftworking is entitled to receive this shift allowance.7.5.4 Me rates of shift allowance are set out in Appendix D.Order 7.6Duty allowances7.6.1 Certain cadres are entitled to duty allowances in respect of additional duties that are inherent intheir regular work and which are not retlected adequately in the basic salary.7.6.2 Registered nurses who are qualified and carrying out midwifery duties which involve workingoutside of Normal Working Hours are entitled to the duty allowance set out in Appendix D.7.6.3 Medical Officers who are required to attend to their duties outside of Normal Working Hoursare entitled to the duty allowance set out in Appendix D.7.6.4 Police Officer's who are required to work outside of Normal Working Hours on a Working Daywithout additional reimbursement are entitled to the duty allowance set out in Appendix D.7.6.5 Police Officers assigned to detective duties are entitled to claim an allowance designed tocompensate them for providing their own plain clothes for work where otherwise they would beentitled to a free uniform. This allowance is detailed in Appendix D.7.6.6 Prison Officers who are required to work outside of Normal Working Hours on a Working laywithout additional reimbursement are entitled to the duty allowance set out in Appendix D.Order 7.7 Subsistence allowances7.7.1 Subsistence allowances are calculated to meet only the additional expenditure which an Officertravelling on duty away from home is obliged to incur over and above the expenses that he or shewould normally incur at home.7.7.2 An Officer will submit his or her claim to his or her Responsible Officer for certification. TheOfficer will also certify as correct any receipted bills and submit them with the claim. ResponsibleOfficers are required to satisfy themselves personally that details of the claim are correct, that thejourney was made in the public interest and that it was completed without delay. On this basis theResponsible Officers will certify the claim as required by this Order and Financial Instructions.Permanent Secretaries will certify Department Heads' claims and the thief Secretary will certify claimsfrom Permanent Secretaries.7.7.3 An Officer travelling on duty within the Islands will be eligible for subsistence allowance, onsubmission of receipted bills (except where the allowances are shown as unaccountable) at the rateslaid down in Appendix D.26
General Orders of the Turks and Caicos Islands Public Service - 1998 Edition7.7.4 When an Officer has, with the approval of the thief Secretary, to accommodate another Officeror an official guest of Government, he or she will be pennitted to receive an allowance as set out inAppendix D for every night the guest stays in his or her house.7.7.5 No subsistence allowance will be paid in respect of an Officer's absence from his or her stationfor a period of six hours or less. For an absence which exceeds six hours but is not overnight the ratelaid down in Appendix D will be paid.7.7.6 Officers who are required to travel on duty outside the Islands, other than to attend a course ortraining or for medical treatment, will be eligible to receive subsistence allowance as laid down inAppendix D. Such subsistence allowance is payable only in respect of complete periods of 24 hours,provided that broken periods failing short of 24 hours but which include a night may be claimed for atthe fall rate. This subsistence allowance may not be claimed when an Officer is travelling on duty anda daily subsistence allowance is provided by any other Government or agency, except that where theother subsistence allowance is less than that provided in Appendix D the Officer may claim thedifference. Where an Officer is a guest of the host Government or agency and is not called upon tomeet charges for accommodation and meals he or she may not claim subsistence allowance.7.7.7 Officers who attend courses of training or study or who travel for medical purposes outside theIslands will not normally be eligible to receive subsistence allowance but in special cases aii Officerattending a course or going for medical treatment will be eligible to receive subsistence allowance atrates which will be determined by the Chief Secretary in the light of all the circumstances.7.7.8 When an Officer while on leave of absence abroad, is required to undertake official dudes inthe country in which he or she is spending his or her leave, the Officer will be eligible to receivesubsistence allowance as follows:i) if the duties to be performed necessarily entail the Officer's absence overnight from thetown in which he or she is spending his or her leave: a daily allowance as detailed inAppendix D.5.1;ii) if the Officer is not absent overnight from the town in which he or she is spending his or herleave, a daily allowance as set out in Appendix D.4.1, provided that an absence of six hoursor more from the Officer's place of residence is involved.7.7.9 No subsistence allowance is payable in respect of periods spent in transit where meals oraccommodation are included with passage costs or in respect of overnight or ether stops where mealsor accommodation are provided at the expense of the carrier.7.7.10 Should an Officer necessarily be detained overnight in the course of a iourney whilst on dutywhere he or she is not entitled to accommodation or meals at the expense of the carrier he or she willbe eligible to claim subsistence allowance as detailed in Appendix D.5.1Order 7.8Transport allowance7.8.1 An Officer who possesses and maintains his or her own means of transport and uses it with theprior permission of his or her Responsible Officer for the efficient performance of his or her officialduties shall receive a mileage allowance in respect of the travelling undertaken at the rates laid down inAppendix D.27
