<strong>General</strong> <strong>Orders</strong> <strong>of</strong> <strong>the</strong> <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s <strong>Public</strong> <strong>Service</strong> - 1998 Edition7.2.4 The incremental date <strong>of</strong> all Officers will ei<strong>the</strong>r be <strong>the</strong> first day <strong>of</strong> April or <strong>the</strong> first day <strong>of</strong>October. On Appointment or promotion or transfer to an incremental grade an Officer will wait for oneclear calendar year from <strong>the</strong> date <strong>of</strong> Appointment or promotion, whichever is <strong>the</strong> later, <strong>and</strong> <strong>the</strong>increment date will <strong>the</strong>n be <strong>the</strong> next first day <strong>of</strong> April or <strong>the</strong> next first day <strong>of</strong> October after <strong>the</strong> end <strong>of</strong>that calendar year, whichever is <strong>the</strong> soon.7.2.5 Subject to satisfactory performance an Officer serving on an incremental salary may beawarded an increment as it falls due by <strong>the</strong> Responsible Officer, with <strong>the</strong> approval <strong>of</strong> <strong>the</strong> ChiefSecretary, until <strong>the</strong> maximum <strong>of</strong> <strong>the</strong> scale is reached. No Officer shall be entitled to an increment as <strong>of</strong>right.7.2.6 Officers serving on Temporary terms who have served for a continuous period <strong>of</strong> twelvemonths may also be awarded an increment in accordance with this Order.7.2.7 The Chief Secretary may determine an efficiency bar in any incremental scale <strong>and</strong> specify <strong>the</strong>incremental point that can be passed only when efficiency criteria, to be determined by <strong>the</strong> ChiefSecretary, are met <strong>and</strong> maintained.7.2.8 Where an Officer is promoted to an Office in ano<strong>the</strong>r Department arrangements shouldnormally be made whereby he or she assumes <strong>the</strong> duties <strong>of</strong> <strong>the</strong> new Office on <strong>the</strong> date <strong>of</strong> promotion. If,however, exceptional circumstances necessitate his or her retention in <strong>the</strong> former Department beyond<strong>the</strong> promotion date, he or she shall be considered to be holding <strong>the</strong> new Office from <strong>the</strong> date <strong>of</strong>Appointment to it <strong>and</strong> seconded to <strong>the</strong> former Department. In any such case <strong>the</strong> authority <strong>of</strong> <strong>the</strong> ChiefSecretary must first be obtained, <strong>and</strong> <strong>the</strong> salary <strong>of</strong> <strong>the</strong> Officer at <strong>the</strong> new rate will be borne by <strong>the</strong>Department to which he or she is seconded.Order 7.3Overtime7.3.1 All established Officers are employed <strong>and</strong> <strong>the</strong>ir remuneration is fixed on <strong>the</strong> assumption that<strong>the</strong>ir whole time is at <strong>the</strong> disposal <strong>of</strong> Government. It follows that if <strong>the</strong> public interest requires anOfficer to work outside Normal Working Hours he should normally do it without fur<strong>the</strong>r remuneration.Overtime payments are <strong>the</strong>refore under <strong>the</strong> strict <strong>and</strong> direct control <strong>of</strong> <strong>the</strong> Department Head <strong>and</strong> willnot be paid to Officers in Grade 9 or higher to Police Officers in <strong>the</strong> rank <strong>of</strong> Assistant Superintendentor higher.7.3.2 Where excessive occasional overtime is worked by staff in Grade 8 or higher in <strong>the</strong> publicinterest, <strong>the</strong>n with <strong>the</strong> prior permission <strong>of</strong> <strong>the</strong> Responsible Officer <strong>and</strong> <strong>the</strong> Chief Secretary, <strong>the</strong> Officermay have an entitlement to <strong>the</strong> equivalent time <strong>of</strong>f in lieu. No Officer may accumulate more time <strong>of</strong>f inlieu than half <strong>of</strong>" Their annual vacation entitlement. Accurrnrlated tinge <strong>of</strong>f in lieu car, only be takenunder <strong>the</strong> same conditions as annual leave <strong>and</strong> may not be carried forward from one period <strong>of</strong> leaveentitlement to <strong>the</strong> next - if it cannot be taken in this way <strong>the</strong>n it is forfeit without recompense.7.3.3 Where excessive occasional overtime is worked by Officers in grade 7 or below. or by PoliceOfficers in <strong>the</strong> rank <strong>of</strong> Inspector working on a day that is not a Working Day, in <strong>the</strong> public interest,<strong>the</strong>n with <strong>the</strong> prior permission <strong>of</strong> <strong>the</strong> Responsible Officer <strong>and</strong> <strong>the</strong> Chief Secretary, <strong>the</strong> Officer mayhave an entitlement to overtime pay. The appropriate hourly rates are as follows:for weekdays, <strong>the</strong> annual salary times 3 <strong>and</strong> divided by 3597.66, <strong>and</strong>for Saturdays, Sundays <strong>and</strong> <strong>Public</strong> Holidays, <strong>the</strong> annual salary times 2 arid divided by1798.83.24
