General Orders of the Turks and Caicos Islands Public Service - 1998 Edition8.5.3 Leave granted without pay will not count for purposes of increment unless it is granted as studyleave or on the grounds of urgent private affairs.8.5.4 An Officer proceeding on leave or transfer of posting who is responsible for cash, stores,furniture, plant or equipment and who does not follow the handing over procedure laid down in theFinancial Instructions will be liable for any deficiency or damage which may subsequently bediscovered, unless he or she can prove that he or she was not at fault.8.5.5 All Officers resuming duty after leave are required to report in writing to their ResponsibleOfficer the date upon which they resumed duty. The Responsible Officer will transmit this informationto the Chief Secretary on the form given in Appendix E.38
General Orders of the Turks and Caicos Islands Public Service - 1998 EditionCHAPTER 9RESIGNATION AND RETIREMENTSection 9.1Resignation requirements9.1.1 An Officer who has been confirmed in his or her Appointment to a Pensionable Office or anOfficer serving on Probation in a Pensionable Office may resign his or her Appointment after givingnot less than one month's notice in writing, exclusive of leave, to the Chief Secretary.9.1.2 An Officer appointed on a Contract may resign his or her Appointment only in accordance withthe terms of his or her Contract or Letter of Appointment respectively.9.1.3 An Officer may instead of giving due notice resign his or her Appointment at any time afterpaying to Government one month's salary in lieu of notice. In such cases the Officer will forfeit allleave and passage privileges for which he or she might have been eligible.9.1.4 All resignations will be reported immediately to the Chief Secretary, Chief Accountant andChief Auditor.9.1.5 No resignation is effective until it is accepted by the Chief Secretary.9.1.6 The Chief Secretary may refuse to accept notice of resignation if it is conditional or ifdisciplinary proceedings against the Officer are contemplated or pending.9.1.7 When an application for employment is received from a person who has previously resignedfrom the Public Service, the circumstances which prompted the rolien lion will be investigated before adecision is taken on the application by the Chief Secretary.Section 9.2Retirement and terminal benefits9.2.1 Pensions, gratuity and other retiring allowances should be calculated by the Chief Accountanton the basis of the Officer's record of service prepared by the Chief Secretary as soon as a decision hasbeen taken regarding an Officer's retirement. The form will be prepared by the Chief Accountant andsubmitted with all necessary supporting documents attached thereto to the Permanent Secretary(Finance) and to the Chief Auditor.9.2.2 In cases where it is not possible to locate the necessary records of an Officer's service anotarised affidavit or affidavits should be submitted by one or more reliable persons attesting to thedates and continuity of service. The status of the declarant should be stated and he or she should alsogive the source of his or her knowledge of the facts given in the affidavit.9.2.3 The Officer's birth certificate should be furnished as evidence of his or her age. Where this isnot possible a statutory declaration by the Officer or any other reliable person may be submitted.9.2.4 In the event of the death of a serving Officer, the Responsible Officer will be responsible forensuring that prompt application is made for any payment or gratuity that may be due.39
