<strong>General</strong> <strong>Orders</strong> <strong>of</strong> <strong>the</strong> <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s <strong>Public</strong> <strong>Service</strong> - 1998 Edition2.2.8 Interviews will be held by a panel chosen by <strong>the</strong> Chief Secretary. The panel would normallyinclude <strong>the</strong> Responsible Officer <strong>of</strong> <strong>the</strong> appropriate Department. The panel will be required to assess <strong>the</strong>suitability <strong>of</strong> c<strong>and</strong>idates for <strong>the</strong> Office <strong>and</strong> to provide <strong>the</strong> Chief Secretary with a consensus <strong>of</strong> <strong>the</strong>irassessment <strong>of</strong> each c<strong>and</strong>idate against <strong>the</strong> Job Description (a pr<strong>of</strong>orma <strong>of</strong> which is contained inAppendix E) on <strong>the</strong> Interview Appraisal Form (contained in Appendix E)2.2.9 The interview for Appointment, shall consider in respect <strong>of</strong> each c<strong>and</strong>idate -educational qualifications;general fitness;any previous employment in <strong>the</strong> <strong>Public</strong> <strong>Service</strong> or o<strong>the</strong>rwise; <strong>and</strong>any report for which <strong>the</strong> Chief Secretary may call from persons such as <strong>the</strong> principal,headmaster or headmistress <strong>of</strong> a c<strong>and</strong>idate's university, college or school or any refereesnamed by <strong>the</strong> c<strong>and</strong>idate.2.2.10 An Appointment may be made on a fixed term Contract basis as decided by <strong>the</strong> ChiefSecretary. The conditions <strong>of</strong> service <strong>of</strong> an Officer appointed on Contract are those provided in <strong>the</strong>Contract.Order 2.3Appointment2.3.1 The effective date <strong>of</strong> an Appointment is <strong>the</strong> date on which an Officer becomes eligible toreceive <strong>the</strong> full emoluments <strong>of</strong> <strong>the</strong> Office. In <strong>the</strong> case <strong>of</strong> Officers first appointed locally that is <strong>the</strong> dateon which <strong>the</strong> Officer assumes duty. For Overseas Officers, unless <strong>the</strong> Chief Secretary determineso<strong>the</strong>rwise, resident service shall begin on <strong>the</strong> date <strong>of</strong> arrival in <strong>the</strong> Isl<strong>and</strong>s.2.3.2 Appointments may be made on any <strong>of</strong> <strong>the</strong> following terms:Pensionable – on confirmation in a Pensionable Office following a Probationary period,Non-pensionable – on Probation to a Pensionable Office, or on Contract with a specificperiod <strong>of</strong> employment <strong>and</strong> a terminal gratuity in lieu <strong>of</strong> pension rights expressed, or onTemporary terms with or without a period <strong>of</strong> employment expressed <strong>and</strong> subject to suchperiod <strong>of</strong> notice on ei<strong>the</strong>r side as shall be expressed in <strong>the</strong> Letter <strong>of</strong> Appointment.2.3.3 Appointments to any Office will be subject to satisfactory confirmation <strong>of</strong> Medical Reference.The Medical Reference should be such as to satisfy <strong>the</strong> Chief Medical Officer <strong>of</strong> <strong>the</strong> c<strong>and</strong>idate'sphysical <strong>and</strong> mental fitness for <strong>the</strong> Office. At <strong>the</strong> discretion <strong>of</strong> <strong>the</strong> Chief Secretary, acting on <strong>the</strong> advice<strong>of</strong> <strong>the</strong> Chief Medical Officer, a prospective Officer may be required, at no charge, to undergo athorough medical examination by <strong>the</strong> Chief Medical Officer. If an Officer has already passed aprescribed medical examination resulting in a satisfactory Medical Reference in respect <strong>of</strong> an earlierAppointment immediately preceding his or her Appointment to <strong>the</strong> permanent establishment, a fur<strong>the</strong>rmedical examination may be dispensed with.2.3.4 The Appointment <strong>of</strong> an external c<strong>and</strong>idate will also be subject to satisfactory confirmation <strong>of</strong>Employment References. If <strong>the</strong> c<strong>and</strong>idate has not previously been in employment <strong>the</strong>n at least onereference must be from <strong>the</strong> head <strong>of</strong> <strong>the</strong> school or college he or she last attended. If <strong>the</strong> c<strong>and</strong>idate hasbeen in employment <strong>the</strong>n at least one reference must be from his or her last employer.4
