General Orders of the Turks and Caicos Islands Public Service - 1998 Edition2.2.8 Interviews will be held by a panel chosen by the Chief Secretary. The panel would normallyinclude the Responsible Officer of the appropriate Department. The panel will be required to assess thesuitability of candidates for the Office and to provide the Chief Secretary with a consensus of theirassessment of each candidate against the Job Description (a proforma of which is contained inAppendix E) on the Interview Appraisal Form (contained in Appendix E)2.2.9 The interview for Appointment, shall consider in respect of each candidate -educational qualifications;general fitness;any previous employment in the Public Service or otherwise; andany report for which the Chief Secretary may call from persons such as the principal,headmaster or headmistress of a candidate's university, college or school or any refereesnamed by the candidate.2.2.10 An Appointment may be made on a fixed term Contract basis as decided by the ChiefSecretary. The conditions of service of an Officer appointed on Contract are those provided in theContract.Order 2.3Appointment2.3.1 The effective date of an Appointment is the date on which an Officer becomes eligible toreceive the full emoluments of the Office. In the case of Officers first appointed locally that is the dateon which the Officer assumes duty. For Overseas Officers, unless the Chief Secretary determinesotherwise, resident service shall begin on the date of arrival in the Islands.2.3.2 Appointments may be made on any of the following terms:Pensionable – on confirmation in a Pensionable Office following a Probationary period,Non-pensionable – on Probation to a Pensionable Office, or on Contract with a specificperiod of employment and a terminal gratuity in lieu of pension rights expressed, or onTemporary terms with or without a period of employment expressed and subject to suchperiod of notice on either side as shall be expressed in the Letter of Appointment.2.3.3 Appointments to any Office will be subject to satisfactory confirmation of Medical Reference.The Medical Reference should be such as to satisfy the Chief Medical Officer of the candidate'sphysical and mental fitness for the Office. At the discretion of the Chief Secretary, acting on the adviceof the Chief Medical Officer, a prospective Officer may be required, at no charge, to undergo athorough medical examination by the Chief Medical Officer. If an Officer has already passed aprescribed medical examination resulting in a satisfactory Medical Reference in respect of an earlierAppointment immediately preceding his or her Appointment to the permanent establishment, a furthermedical examination may be dispensed with.2.3.4 The Appointment of an external candidate will also be subject to satisfactory confirmation ofEmployment References. If the candidate has not previously been in employment then at least onereference must be from the head of the school or college he or she last attended. If the candidate hasbeen in employment then at least one reference must be from his or her last employer.4
