Consultation with stakeholders was regular however,their comments were not always explicitly responded to.StrengthsA comprehensive and adequate MPA management plan has been developedThe staff have sufficient skills and capacity.There is adequate equipment available to conduct management functions.A budget has been allocated for the management <strong>of</strong> the MPA.A comprehensive monitoring system has been designed for the MPA, the extent towhich it is implemented and used in adaptive management is yet to be seenconsidering the early stage <strong>of</strong> this MPA and plan.WeaknessesSignage could be improved by providing bold illustrations <strong>of</strong> do’s and don’ts andindicating the position <strong>of</strong> the reader on the map.Monitoring <strong>of</strong> socio-economic conditions and the effects <strong>of</strong> the MPA on localcommunities should be planned and implemented.6.5 GOUKAMMA MPA6.5.1 ContextThe Goukamma MPA is situated adjacent to the Goukamma Nature Reserve, on thesouthern coast <strong>of</strong> the Western Cape between Knysna and Sedgefield. The town <strong>of</strong> BuffaloBay lies within the Goukamma Nature reserve on the coast. The shoreline <strong>of</strong> the MPA is14km long and consists <strong>of</strong> rocky and sandy shores and a semi-closed estuary. The landwardboundary <strong>of</strong> the MPA is the high water mark from which the MPA extends one nautical mile<strong>of</strong>fshore. There are <strong>of</strong>fshore reefs and s<strong>of</strong>t sediment within the MPA. No <strong>of</strong>fshore angling isallowed in the MPA while shore angling is permitted for the entire length <strong>of</strong> the MPA. Oystercatcher breeding areas are included in the MPA as well as <strong>of</strong>fshore reefs which are animportant habitat for commercially exploited fish species. The main activities in the MPA areshore-based line fishing, surfing, boating (traversing beyond MPA to fish) and swimming andbathing. The surrounding towns <strong>of</strong> Knysna, Sedgefield and Buffalo Bay are popular touristdestinations over the summer and Easter holidays and draw large amounts <strong>of</strong> recreationalanglers and beach users to the area.The main threats to the environment and biota in the MPA were: Overexploitation by shore anglers; Overexploitation <strong>of</strong> <strong>of</strong>fshore reefs on the border <strong>of</strong> MPA; Extraction <strong>of</strong> water from the estuary, which negatively affects the flow <strong>of</strong> the estuary; Bait collecting;Pg 91
