It wasacknowledged that this was not sufficient to build relationships and trust.ImprovementsA budget has been allocated for the management <strong>of</strong> the MPA.There is adequate equipment available to conduct management functions.A boat has been supplied the MPA and there is a skipper.WeaknessesExpansion <strong>of</strong> the MPA’s seaward boundaries needs to be considered.The zonation <strong>of</strong> the MPA needs revision that would included provision for no-fishingzones and would restrict the impact <strong>of</strong> dogs.The management plan needs to be revised with the input <strong>of</strong> the manager.Staff lack basic skills required for operations in MPAs.Staff require training on marine ecology and the applicable MPA legislation.A comprehensive management effectiveness monitoring program needs to bedesigned and implemented (long term monitoring <strong>of</strong> dune dynamics and sandmovements should be initiated and historical photos <strong>of</strong> the dunes sourced).Education programs and workshops need to target the affected communities andresource users.There needs to be meaningful engagement with local stakeholders using variedmethods according to the community characteristics.6.6 ROBBERG MPA6.6.1 ContextThe Robberg MPA is situated on the southern coast <strong>of</strong> the Western Cape adjacent to theRobberg Nature Reserve. The Nature Reserve is a peninsula with one access pointcontrolled by CapeNature. The length <strong>of</strong> the shoreline in the MPA is approximately 9.5kmand it consists mainly <strong>of</strong> rocky shores with two sandy beaches making up 1km <strong>of</strong> theshoreline. The MPA extends one nautical mile <strong>of</strong>fshore around the MPA and includessubtidal reefs and sandy benthos. The area supports exploited reef fish species, a Cape Furseal colony and oystercatchers. No fishing activities are permitted in the MPA with theexception <strong>of</strong> shore angling. The MPA is situated in close proximity to Plettenberg Bay whichis a popular tourist destination over summer and Easter holidays. Tourist activities in theMPA include whale and seal watching, kayaking, recreational fishing, hiking and swimmingand bathing.Pg 96
