STATE OF MANAGEMENT OF SOUTH AFRICA’S MARINE PROTECTED AREASPLAN IMPLEMENTATION AND ADEQUACY (100%)The iSimangaliso Authority clearly set out priorities for the Park Operations and Conservation<strong>Management</strong> and facilitated the development <strong>of</strong> action plans and resource allocation byproviding key objectives, key actions and time frames. The desired future was clearlyarticulated in the IMP and could be used as a decision making reference point. Theconservation operation plan provided adequate direction on management actions to be takenand clearly indicated priorities necessary to facilitate the allocation <strong>of</strong> resources. Theconservation operation plan was useful to managers and fully adequate in its current form.SOCIO-ECONOMIC CONSIDERATIONS (100%)The iSimangaliso Authority was required to ‘liaise with and be sensitive to the needs <strong>of</strong>communities living in or near World Heritage Sites’ under the WHCA. Furthermore theobjectives <strong>of</strong> the Park as a whole explicitly took into consideration socio-economic factors.All identified stakeholders were engaged in the planning process. Processes were initiated tobuild capacity amongst stakeholders to facilitate meaningful engagement in future. Localideas were considered and worked with during the planning process. Specific aspects <strong>of</strong> theIMP address socio-economic issues. The strategic planning framework within the IMP setsout a key objective ‘to work towards the secure, wise and sustainable use <strong>of</strong> naturalresources’. It also provides that key actions to achieving this goal should include the‘development <strong>of</strong> community-based natural resource use policies that include regulation andmonitoring in consultation with the relevant resource user groups’ and the ‘involvement <strong>of</strong>resource users in policy development, monitoring and management <strong>of</strong> exploited resources’.PLAN CONTEXT (92%)The IMP incorporated and explicitly cited both biological and socio-economic information.The information available regarding the conditions <strong>of</strong> biological resources, resourceinventories and socio-economic conditions was reported as adequate for planning purposes.Resource use was recorded to a limited degree but more understanding <strong>of</strong> the resourceusers and their needs was required for planning purposes.
