STATE OF MANAGEMENT OF SOUTH AFRICA’S MARINE PROTECTED AREASLaunch site registers at Port Edward and Mboyti were collected by ORI.Aerial surveys had been used to monitor angling effort.There was no monitoring programme for socio-economic conditions or overall MPAmanagement effectiveness being implemented.PUBLIC EDUCATION AND AWARENESS (17%)There was no planned education programme for the MPA. Two members of the communitywere taking part in the MPA Management Course at the time of the assessment and ad-hocvisits to communities were made by staff members, but few local communities had beenreached. Awareness about the designation of the MPA was raised by field rangers onpatrols; however their knowledge regarding the MPA was limited. There were no brochuresspecific to the MPA provided and the DEAT Marine Recreational Activity Informationbrochure was not available at the reserve. There was one sign at the entrance that providesinformation in English about the MPA but no interpretive signs are established at the visitoraccess nodes or along the coast.INTERACTION WITH STAKEHOLDERS AND COMMUNITIES (47%)The management authority did recognise that positive relations with local communities wereimportant and some actions had been taken. ECPB liaised with the Mkambati Land Trustrepresentatives regarding terrestrial issues through a co-management committee. There hadbeen no equivalent committee established for the MPA and community involvement in MPAmanagement had not been meaningful in the past. However efforts had been made by thereserve manager to meet with local communities on average, twice a month. The training oftwo of the community members in MPA management may assist with effective andmeaningful community involvement in future. Limited benefits such as involvement in tourismprogrammes (there was a fly fishing programme and horse trail but these are no longeroperational) and employment had been offered to the communities by the MPA.No representative stakeholder forum had been established. There was regularcommunication between ECPB and most stakeholders, however, it was not on a planned orscheduled programme. Information was shared amongst stakeholders to a limited extent asthere was no strategy for information sharing, and the involvement of stakeholders inmanagement was not adequate.ImprovementsA budget had been allocated for the management of the MPA.A boat had been supplied to the MPA.There was sufficient basic equipment available to conduct management functions.Two staff members were in the process of completing the MPA Management TrainingCourse.Staff had a basic understanding of MPA theory and marine resources.A management plan had been prepared and was in the process of revision.Pg 118
STATE OF MANAGEMENT OF SOUTH AFRICA’S MARINE PROTECTED AREASThere has been monitoring of resource use, offshore reef fish and launch siteregisters.Weaknesses.There were no designated FCOs for the MPA.Staff lacked a basic understanding of the applicable legislation.Most staff members lacked basic skills required for operations in MPAs.There were no skippers thereby limiting sea-going capacity.A comprehensive management effectiveness monitoring program needs to bedesigned and implemented.Interpretative signs for raising awareness about the MPA need to be erected.Education programs and workshops need to be designed and must target theaffected communities and resource users.There needs to be meaningful engagement with local stakeholders using variedmethods according to the community characteristics.Pg 119
