STATE OF MANAGEMENT OF SOUTH AFRICA’S MARINE PROTECTED AREASINTERACTIONS WITH STAKEHOLDERS AND COMMUNITIESThe views and actions <strong>of</strong> the management authority in relation to developing positiverelationships with local communities and the observations <strong>of</strong> the managers regardingthe current state <strong>of</strong> the relationship with locals were considered in this section.Communication and information exchange strategies with stakeholders were alsoconsidered.2.3 REPORT STRUCTUREThe first chapter <strong>of</strong> this report contextualises MPAs at international and national scales andprovides background on the factors that shape effective management and the indicators <strong>of</strong>effective management. The third chapter provides a brief review <strong>of</strong> <strong>South</strong> <strong>Africa</strong>’sinternational commitments and the national legal framework pertaining to MPAs. The fourthchapter presents a review <strong>of</strong> the institutional framework. Chapters 5 to 8 highlights theresults <strong>of</strong> the MPA assessments and which incorporates the scores and discussions for MPAdesign, planning and management systems. These are arranged by organisations (except forKwaZulu-Natal, which is by province) and an overall summary for the progress andweaknesses <strong>of</strong> the organisations is provided. The findings <strong>of</strong> this assessment are discussedin chapter 9.Pg 18
