The details <strong>of</strong> municipal solid wastemanagement plan <strong>of</strong> the concerned local bodyincluding the site for <strong>of</strong> disposal <strong>of</strong> such wastesshould be submitted1. PP has submitted the details <strong>of</strong>municipal solid waste managementplan <strong>of</strong> the UttarparaKotrungMunicipality. The pp has enclosed aletter from UttarparaKotrungMunicipality dated 28.09.2012 whichmentions that door to door Solid Wastecollection facility has been developedwith the collection efficiency <strong>of</strong> morethan 90%. Present land area for SolidWaste disposal is 1.83 acres. Furtherabout 51 acres <strong>of</strong> land at Dirghangiwas identified for a common facilityproject under JBIC for SWM orUttarparaKotrung Municipality and 5other municipalities <strong>of</strong> HooghlyDistrict.Page 18 <strong>of</strong> 50

Land details mentioning the nature <strong>of</strong>land submitted.The case was put up for reconsideration in the 73 rd <strong>SEAC</strong> <strong>meeting</strong> held on 30.11.2012. The <strong>SEAC</strong>considered the submission by the proponent and finalised Stipulated Conditions for EnvironmentalClearance. The set <strong>of</strong> environmental conditions are annexed as Annexure 4.9. Proposed Residential Complex by M/s. Jain Group Projects Pvt. Ltd. at Dag No. 178, 186, 187,JL No. 105 (new 83), Mouza – Daknikata, Champasari Gram Panchayat, PS – Matigara(presently Pradhannagar), PIN : 734001, Dist – Darjeeling, West Bengal.Activity:This is a proposal for construction <strong>of</strong> a Residential Complex having 380 flats (6 blocks <strong>of</strong> G+10storied residential buildings) with common basement.Chronology <strong>of</strong> the event :The matter was discussed in the 61 st <strong>SEAC</strong> <strong>meeting</strong> held on 29.11.2011 and the committee has notedthat the proponent has mentioned that the local panchayat shall provide infrastructural facilities. Thecommittee requests the project proponent to obtain necessary permission from Task force on TotalSanitation Campaign (TSC) <strong>of</strong> Panchayat and Rural Development Department for infrastructuralfacilities. But the Task Force on Total Sanitation Campaign, Panchayat & Rural DevelopmentDepartment, Govt. <strong>of</strong> West Bengal has informed <strong>SEAC</strong> vide their letter dated 03.05.2012 that thesubject matter is not within the purview <strong>of</strong> functioning <strong>of</strong> the <strong>of</strong>fice.The project proponent has submitted additional information on 21.08.2012.Salient features <strong>of</strong> the proposed project (PHASE I) are –Land Area : 4.0 acres (16187.44 sqm.), PHASE I – 12795.39 sqm., PHASE II –3391.91 sqm.Expected PopulationTotal Water requirementFresh Water requirement: 2470 persons: 380 KLD (Operation stage): 216 KLD (groundwater)Page 19 <strong>of</strong> 50
