<strong>Minutes</strong> <strong>of</strong> the seventy third <strong>meeting</strong> <strong>of</strong> the State Level Expert Appraisal Committee, WestBengal held on 30.11.2012 at 11:00 hrs. at the Conference Room, Paribesh Bhawan, Salt Lake.___________________________________________________________________3. Relevant Office Memorandum No. J­103/19/2012­IA.III dated 01.11.2012 <strong>of</strong> the Ministry <strong>of</strong>Environment & Forests, Government <strong>of</strong> India.To simplify the procedures relating to grant <strong>of</strong> EC <strong>of</strong> the SEZ projects under the provisions <strong>of</strong> the EIANotification 2006, MoEF has decided to have the following framework in place, in line with thatprescribed for NIMZs under the National Manufacturing Policy, 2011 :­i. In respect <strong>of</strong> laws and regulations pertaining to environment, Central/State Governments maydelegate the power as allowed by the relevant statutes to an <strong>of</strong>ficial <strong>of</strong> the SPCB posted in thezone.ii.The EC for SEZs units under the EIA Notification 2006 shall be considered on a high priority.iii. Individual units may be exempted from public hearing in cases where the SEZ as a whole hasundergone public hearing. In cases where the type <strong>of</strong> individual unit/process was not originallyconsidered as a part <strong>of</strong> the SEZ project at the time <strong>of</strong> public hearing for SEZ, a fresh publichearing will be required for the individual unit/process at appropriate time.iv. Facilitative instructions and guidelines may be issued at the Central and State level from timeto time aiming at promotion <strong>of</strong> SEZs while safeguarding environmental integrity.Put up for discussion in the 73 rd <strong>SEAC</strong> <strong>meeting</strong> held on 30.11.2012 and was noted by <strong>SEAC</strong>.B. Reconsideration Proposals :­Seventeen reconsideration proposals were placed in the <strong>meeting</strong>.Industry Sector :­1. Proposed Iron Ore Beneficiation plant <strong>of</strong> M/s. Onkar Udyog Ltd. at Vill. – Guptamoni, Jl. No. –638, Mouza – Jamsole, PS – Jhargram, Dist. – Paschim Medinipur, West Bengal.Activity:This is a proposal for installation <strong>of</strong> an Iron Ore Beneficiation plant (20 TPH) with capacity <strong>of</strong> 96000TPA throughout and about 70000 TPA iron ore.Salient features <strong>of</strong> the proposed modernisation project are :i. Location <strong>of</strong> the Site – Vill. – Guptamoni, Jl. No. – 638, Mouza – Jamsole, PS – Jhargram, Dist. –Paschim Medinipur, West Bengal.ii. Land Area – 4 acres, 56 decimals. Green Area – 1.4 acres (36.60% <strong>of</strong> land area). Total no. <strong>of</strong>saplings is 1750.iii. Raw Materials – Iron ore fines (90000 TPA).iv. Emission Sources ­ Raw Material Handling Section, Transfer Points, Jaw Crusher (20 TPH),Roller Mill/ Ball Mill (20 TPH), HIM Separator, Belt Conveyor, Screen etc.v. Air Pollution Control System – Adequate Dust Suppression System to be installed to controlfugitive emissions.vi. Total water requirement­82 m 3 /hr. Make up Water Requirement – 4 m 3 /hr(Source­ Groundwater).vii. Wastewater – domestic effluent to be discharged through septic tank to soak pit. , Process waterdischarge­ Zero effluent discharge­effluents from ore beneficiation plant shall be treated inthickener and overflow to be recycled.viii. Solid waste:­ 28,800 MTPA rejects <strong>of</strong> the process. To be disposed <strong>of</strong> in landfilling <strong>of</strong> mines.ix.
