<str<strong>on</strong>g>Minutes</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> the seventy third <str<strong>on</strong>g>meeting</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> the State Level Expert Appraisal Committee, <strong>West</strong><strong>Bengal</strong> held <strong>on</strong> <strong>30.11.2012</strong> at 11:00 hrs. at the C<strong>on</strong>ference Room, Paribesh Bhawan, Salt Lake.___________________________________________________________________amendment <str<strong>on</strong>g>of</str<strong>on</strong>g> the said Envir<strong>on</strong>mental Clearance from the State Envir<strong>on</strong>ment Impact AssessmentAuthority, <strong>West</strong> <strong>Bengal</strong> for PHASE – I <str<strong>on</strong>g>of</str<strong>on</strong>g> the proposed project <strong>on</strong> 04.02.2010.The prop<strong>on</strong>ent has submitted vide letter dated 08.09.2011, sancti<strong>on</strong>ed plan for PHASE – IA al<strong>on</strong>gwith key plan sancti<strong>on</strong>ed by KMDA, comparative statement and other documents.The case was placed in the 59 th <str<strong>on</strong>g>SEAC</str<strong>on</strong>g> <str<strong>on</strong>g>meeting</str<strong>on</strong>g> held <strong>on</strong> 20.09.2011 and the <str<strong>on</strong>g>SEAC</str<strong>on</strong>g> noted that the totalproject area is 390.165 acres. The project prop<strong>on</strong>ent earlier obtained Envir<strong>on</strong>mental Clearance fromthe State Envir<strong>on</strong>ment Impact Assessment Authority, <strong>West</strong> <strong>Bengal</strong> for PHASE – I comprising <str<strong>on</strong>g>of</str<strong>on</strong>g>89.174 acres. Now the unit applied for PHASE – IA which is <strong>on</strong>ly 4.283 acres. The <str<strong>on</strong>g>SEAC</str<strong>on</strong>g> requestedthe project prop<strong>on</strong>ent vide letter dated 30.09.2011 to c<strong>on</strong>sider the project in an integrated manner andalso to explain the reas<strong>on</strong>s for reverting to the proposal for sending the sewage to the KMW STPinstead <str<strong>on</strong>g>of</str<strong>on</strong>g> augmenting the capacity <str<strong>on</strong>g>of</str<strong>on</strong>g> the STP at the project site in a modular form. The <str<strong>on</strong>g>SEAC</str<strong>on</strong>g> alsodesired to review the compliance status <str<strong>on</strong>g>of</str<strong>on</strong>g> the PHASE – I for which Envir<strong>on</strong>mental Clearance hasalready been granted.The prop<strong>on</strong>ent has submitted their reply <strong>on</strong> 22.11.2011. The prop<strong>on</strong>ent has menti<strong>on</strong>ed that as perdevelopment agreement with KMDA, the sewer line is to be c<strong>on</strong>nected to KMW & SA STP at K<strong>on</strong>a.However, K<strong>on</strong>a STP was too far from PHASE – I development and development planning forfinalisati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the route <str<strong>on</strong>g>of</str<strong>on</strong>g> the sewer line could not be d<strong>on</strong>e for PHASE ­ I. Hence, c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> STP<str<strong>on</strong>g>of</str<strong>on</strong>g> 650 KLD was c<strong>on</strong>sidered for PHASE – I.
