DG Sets each 1250KVA.The PP has submitted the letter dated 18.06.2012 that even though the total built up area has beenreduced, the carpet area for Business use and Banquet work out to be 20118 sq.m. Assumingpopulation @ 10 sq.m. per person, the expected population still remains about 2000. Thus thepopulation and water consumption figures remain unchanged. The PP has submitted modified areastatement and also enclosed gridded master plan showing landscaped green area, paved area etc.The PP has submitted rainwater harvesting proposal as per <strong>SEAC</strong> guidelines. There will be 2 nos.storage tanks <strong>of</strong> 200 cum capacity each and one fire water tank <strong>of</strong> 250 cum capacity. Total quantity forsub surface recharge proposed is 676 cum, this will be done through 5 nos. <strong>of</strong> recharge pits <strong>of</strong> 150mm. diameter and 60 mtr. deep. The PP has submitted design drawing <strong>of</strong> sub surface rechargestructure.The reply submitted on 28.05.2012 and 05.07.2012 was considered in the 69 th <strong>SEAC</strong> <strong>meeting</strong> held on25.07.2012 and the committee recommended that the source <strong>of</strong> fresh water required for the projectshould be specified. And since the project is located very close to EKW, the opinion <strong>of</strong> the EKWMAin respect <strong>of</strong> impact <strong>of</strong> the project <strong>of</strong> the East Kolkata Wetlands to be obtained.The unit submitted their reply on 05.11.2012 enclosing a permit for sinking <strong>of</strong> new deep tube wellwith capacity 15 m 3 /hr. for 8 hrs./day.Page 32 <strong>of</strong> 50
<strong>Minutes</strong> <strong>of</strong> the seventy third <strong>meeting</strong> <strong>of</strong> the State Level Expert Appraisal Committee, WestBengal held on 30.11.2012 at 11:00 hrs. at the Conference Room, Paribesh Bhawan, Salt Lake.___________________________________________________________________The Chief Technical Officer, EKWMA has sent observations vide letter No.CTO/EN/2496/129(26)/12 dated 21.09.2012 which are as follows: a) The proponent may be advised to resubmit the details in which the distance between theproject area and EKW boundary is correctly mentioned.b) Such tall building construction is like to have adverse effects including on migration <strong>of</strong> birdspecies. In the event the proponent has carried out the detailed EIA for the impact <strong>of</strong> tallbuildings to the migration <strong>of</strong> fauna. If a detailed EIA has not been carried out in that case thesame should be carried out by an institute <strong>of</strong> repute like Wildlife Institute <strong>of</strong> India (WII),Bombay Natural History Society (BNHS) or community based organisation like PrakitiSansad.c) Abstraction <strong>of</strong> ground water may not be allowed. It will affect hydrology <strong>of</strong> the EKW.d) During construction work no slurry may be disposed <strong>of</strong>f in the wetlands. Moreover, hot mixplant or any such operation may not be allowed to the site. Further during construction or inpost construction no waste should be disposed <strong>of</strong>f in the EKW area.The case was placed for reconsideration in the 73 rd <strong>SEAC</strong> <strong>meeting</strong> held on 30.11.2012. Afterscrutinizing the documents submitted by the unit, the committee recommended that 1. As the proposed site is just adjacent to the East Kolkata Wetlands area, Project Proponent isrequested to submit the details in which distance between the proposed project and EastKolkata Wetland area boundary is correctly mentioned.2. East Kolkata Wetland is an extremely important wetlands from ecological and biodiversitypoint <strong>of</strong> view. Construction <strong>of</strong> such tall building is like to have adverse effects on migration<strong>of</strong> bird species . Detail study regarding impact <strong>of</strong> the proposed project on the migration <strong>of</strong>bird species, fauna to be carried out by an institute <strong>of</strong> repute like Wildlife Institute <strong>of</strong> India(WII), Bombay Natural History Society and report to be submitted before the <strong>SEAC</strong>.It has been decided that the case shall be further considered only after submission <strong>of</strong> the necessaryinformation.15. Proposed Residential Complex by M/s. Harmony Vinimay Pvt. Ltd. at Premises No. 67,Christopher Road, Borough – VII, PO – Gobinda Khatik Road, PS – Tangra, Ward No. 58 <strong>of</strong>Kolkata Municipal Corporation, Kolkata – 700046.Activity:This is a proposal for construction <strong>of</strong> a Residential Complex having two G+24 storied buildings (interconnected at ground, 1 st , 2 nd , and ro<strong>of</strong> level) having 101 nos. residential flats. The ground floor <strong>of</strong> thebuilding consists <strong>of</strong> car parking areas, services and amenities. First and second floors <strong>of</strong> the proposedbuildings will be used for accommodation <strong>of</strong> car parking and services. From third floor onwards,residential flats have been provided. On third floor itself, private terrace gardens are also have beenprovided. Related amenities in terms <strong>of</strong> Gymnasium, Games Room, and Recreational Rooms etc. havebeen provided on 24 th floor only. On ro<strong>of</strong> level, a swimming pool also has been provided.Chronology <strong>of</strong> the event:The State Level Expert Appraisal Committee (<strong>SEAC</strong>) stipulated the conditions for EnvironmentalClearance in the 67 th <strong>SEAC</strong> <strong>meeting</strong> held on 21.05.2012.
