<strong>Minutes</strong> <strong>of</strong> the seventy third <strong>meeting</strong> <strong>of</strong> the State Level Expert Appraisal Committee, WestBengal held on 30.11.2012 at 11:00 hrs. at the Conference Room, Paribesh Bhawan, Salt Lake.___________________________________________________________________Recommendations / Directions <strong>of</strong> theCommittee dated 06.11.20121. Permission from tree cutting from thecompetent authority to be obtained andtree plantation details to be revised.2. Revised CSR proposal as discussedduring the presentation should besubmitted along with item wise breakup <strong>of</strong> activities with financialcommitment.3. Details <strong>of</strong> sewerage connection facilityfor the proposed project to be provided.Response <strong>of</strong> the Proponent submitted on22.11.20121. The project proponent submitted the revisedplantation list and mentioned that the applicationregarding permission for tree cutting (7 nos.) hasalready been made to the concerned authorities.2. The pp has also submitted the revised CSRproposal mentioning that total budget for CSR isRs. 25 lakhs / year and the total budget for CSRprogramme for 4 years is Rs. 1 crore.3. The unit mentioned that there is a KMCdrainage system available in front <strong>of</strong> the site andwaste water generated shall be discharged to theMunicipal Drains. Plans submitted by the pp inthis regard.The case was put up for consideration in the 73 rd <strong>SEAC</strong> <strong>meeting</strong> held on 30.11.2012. Afterscrutinizing the documents submitted by the unit, the committee recommended that permission for treecutting from the competent authority to be submitted.It has been decided that the case shall be further considered only after submission <strong>of</strong> the necessaryinformation.13. Proposed Residential Complex “UTALIKA” by M/s. Bengal Ambuja Housing Development Ltd.at Premises No. 405, Borough – 12, Jl No. 21, Mukundapur, KMC Ward No. 109, PS – PurbaJadavpur, Kolkata – 700 078, Dist. 24 Parganas (North), West Bengal.Activity:This is a proposal for residential project comprising <strong>of</strong> 5 nos. towers G+25 storied, 1 tower 2B+G+21,podium G+3 and podium G and having 1088 flats for residential purpose, 72 nos. <strong>of</strong>fice, 72 nos.service apartments Retail units, Club and other amenities.Chronology <strong>of</strong> the event :The proponent has presented proposed Terms <strong>of</strong> Reference for EIA studies <strong>of</strong> the project in the 67 th<strong>SEAC</strong> <strong>meeting</strong> held on 21.05.2012 and the ToR was issued by the <strong>SEAC</strong>. <strong>SEAC</strong> also recommendedthat site verification in respect <strong>of</strong> the status in EKW should be obtained from the EKWMA. The unithas submitted the EIA report. (28.17% <strong>of</strong> land area)No. <strong>of</strong> Parking spaces proposed : 1950 cars (covered)Total Power requirementBackup PowerCSR: 15200 KVA, CESC: DG Sets (4x2000 KVA, 2x1600 KVA and 1x500 KVA): Rs. 15 crores 60 lakhsThe Chief Technical Officer, EKWMA has sent observations vide letter No.CTO/EN/2497/129(27)/12 dated 21.09.2012 which are as follows: a) The proponent may be advised to submit the details in which the distance between the projectarea and EKW boundary is correctly mentioned.b) Such tall building construction is like to have adverse effects including on migration <strong>of</strong> birdspecies. In the event the proponent has carried out the detailed EIA for the impact <strong>of</strong> tallbuildings to the migration <strong>of</strong> fauna. If a detailed EIA has not been carried out in that case thesame should be carried out by an institute <strong>of</strong> repute like Wildlife Institute <strong>of</strong> India (WII),Bombay Natural History Society (BNHS).c) Abstraction <strong>of</strong> ground water may not be allowed. It will affect hydrology <strong>of</strong> the EKW.d) During construction work no slurry may be disposed <strong>of</strong>f in the wetlands. Moreover, hot mixplant or any such operation may not be allowed to the site. Further during construction or inpost construction no waste should be disposed <strong>of</strong>f in the EKW area.The proponent has delivered a powerpoint presentation in the 72 nd <strong>SEAC</strong> <strong>meeting</strong> held on 18.10.2012and during presentation in the 72 nd <strong>SEAC</strong> <strong>meeting</strong>, the committee has recommended the following andthe subsequent reply submitted on 20.11.2012 <strong>of</strong> the project proponent is given below :–Page 29 <strong>of</strong> 50
