<strong>Minutes</strong> <strong>of</strong> the seventy third <strong>meeting</strong> <strong>of</strong> the State Level Expert Appraisal Committee, WestBengal held on 30.11.2012 at 11:00 hrs. at the Conference Room, Paribesh Bhawan, Salt Lake.___________________________________________________________________Recommendations / Directions <strong>of</strong> theCommittee dated 12.11.20121. Rainwater harvesting calculations forrecharge facility to be revised.2. As per EIA report submitted reportingdoes not show proper execution <strong>of</strong>Point No. 8 (xv) <strong>of</strong> TOR issued for theproject.3. The details in which the distancebetween the project area and EastKolkata Wetlands Boundary iscorrectly mentioned should beresubmitted.4. Since EKW is an extremely importantwetland from ecological andbiodiversity point <strong>of</strong> view, impact <strong>of</strong>such tall building constructionincluding on migration <strong>of</strong> bird speciesto be reported and the same studymay be carried out by an institute <strong>of</strong>repute like Wildlife Institute <strong>of</strong> India,Bombay Natural History Society etc.Response <strong>of</strong> the Proponent submitted on20.11.20121. The project proponent submitted revised RWHcalculation.2. The PP has submitted details <strong>of</strong> CSR programmebased on sample survey. 500 samples werestudied from local households, using stratifiedrandom sampling method the questionnaire usedcovered the basic need <strong>of</strong> that locality andexpectation <strong>of</strong> local people from the project.Total budget for 20 years 15 crores 60 lakhs.3. The PP submitted Google earth ‘printout’showing distance between EKW and the projectsite as 6.18 km. in the NorthEast direction <strong>of</strong> theproject site.4. The PP has mentioned that the migratory aquaticbirds do not generally flock to EKW, becausefishing activities are predominant in the bheries(waterbodies), and as such, does not provide theappropriate nesting place for the birds. Only fewpartly migrant birds are reported in the adjacentarea <strong>of</strong> Nalban (Reported by Regional CentreNational Afforestation and Eco DevelopmentBoard, Jadavpur University, WWF India, School<strong>of</strong> Water Resource Engineering, JadavpurUniversity).The birds principally flock to the SantragachiJheel and in smaller measure, to the Alipore Zoolake, because <strong>of</strong> the amenable environment.These migratory birds come from Siberia or thetrans Himalayan region, from the Northerlydirection.As such, no impact would be felt due to settingup <strong>of</strong> the project, which lies to the SouthWest <strong>of</strong>EKW. Moreover, the project comprises <strong>of</strong>buildings <strong>of</strong> only 80 meters height, inconsonance with other projects in its vicinity.The PP has further mentioned that in accordancewith the prescribed TOR, the EIA/EMP reporthas been prepared by a ‘sector specific fullyaccredited’ Consultant <strong>of</strong> QCI/NABET, M/s.Ghosh, Bose & Associates Pvt. Ltd. to abide bythe MOEF <strong>of</strong>fice memorandum dated 30.09.2011and 05.10.2011 as mentioned in the issued TOR.Their scope <strong>of</strong> accreditation as per QCI/NABET,which includes “Township and areaDevelopment Project”.Page 30 <strong>of</strong> 50

Ghosh, Bose & Associates Pvt. Ltd. The case wasput up for consideration in the 73 rd <strong>SEAC</strong> <strong>meeting</strong> held on 30.11.2012. After scrutinizing thedocuments submitted by the unit, the committee has opined that the project proponent should complywith the conditions already stipulated in Sl No 4 <strong>of</strong> earlier letter issued vide No. 8392N07/2012(E)dated 12.11.2012.It has been decided that the case shall be further considered only after submission <strong>of</strong> the necessaryinformation.14. Proposed Commercial Complex "SOUTHCITY INFRASTRUCTURE TOWER" by M/s.Southcity Projects (Kolkata) Ltd. at IND – 6, Sector – K, Nonadanga, PS – Tiljala, KMC WardNo. – 108, Kolkata – 700107.Activity:This is a proposal for construction <strong>of</strong> a Commercial Complex comprising <strong>of</strong> 1 block <strong>of</strong> B+G+19 storiedbuilding.Chronology <strong>of</strong> the event:The State Level Expert Appraisal Committee (<strong>SEAC</strong>) granted Provisional Environmental Clearancefor the proposed project during 18 th <strong>SEAC</strong> <strong>meeting</strong> held on 24.04.2008.The unit has applied for amendment <strong>of</strong> the Provisional Environmental Clearance. The <strong>SEAC</strong> grantedthe amendment <strong>of</strong> Provisional Environmental Clearance and again stipulated the conditions for EnvironmentalClearance (SCEC) in the 42 nd <strong>SEAC</strong> <strong>meeting</strong> held on 16.03.2010 subject to submission <strong>of</strong>original PEC issued by <strong>SEAC</strong> on 23.05.2008.The proponent has now submitted to <strong>SEAC</strong> on 28.05.2012 the copy <strong>of</strong> the building plans provisionallysanctioned by the KMC on 28.03.2012.
