<str<strong>on</strong>g>Minutes</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> the seventy third <str<strong>on</strong>g>meeting</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> the State Level Expert Appraisal Committee, <strong>West</strong><strong>Bengal</strong> held <strong>on</strong> <strong>30.11.2012</strong> at 11:00 hrs. at the C<strong>on</strong>ference Room, Paribesh Bhawan, Salt Lake.___________________________________________________________________i. The compliance status <str<strong>on</strong>g>of</str<strong>on</strong>g> Phase I for which EC has already been granted including presentsource and quantity <str<strong>on</strong>g>of</str<strong>on</strong>g> water c<strong>on</strong>sumed.ii.The project proposal for Phase IA.iii. Justificati<strong>on</strong> for the proposal <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> another 300 KLD STP (modular type) forPhase IA for sewage treatment.The prop<strong>on</strong>ent has delivered a fresh powerpoint presentati<strong>on</strong> in the 64 th <str<strong>on</strong>g>SEAC</str<strong>on</strong>g> <str<strong>on</strong>g>meeting</str<strong>on</strong>g> held <strong>on</strong>16.02.2012 and during presentati<strong>on</strong> in the 64 th <str<strong>on</strong>g>SEAC</str<strong>on</strong>g> <str<strong>on</strong>g>meeting</str<strong>on</strong>g>, the committee has recommended thefollowing and the subsequent reply submitted <strong>on</strong> 20.03.2012 <str<strong>on</strong>g>of</str<strong>on</strong>g> the project prop<strong>on</strong>ent is givenbelow :–Recommendati<strong>on</strong>s / Directi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> theCommittee dated 27.02.20121. It appears from documents kept andmaintained by this <str<strong>on</strong>g>of</str<strong>on</strong>g>fice that the watersupply by KMDA from existing watertreatment plant at Padmapukur, Howrahis not yet available for the completeddwelling units (370 nos.) under Phase I.The project prop<strong>on</strong>ent should ensurewater supply from KMDA watertreatment plant as per the c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> theprovisi<strong>on</strong>al EC and MOU with KMDA.2. The project prop<strong>on</strong>ent should submit anundertaking to the effect that the waterbody existing within the premises shouldnot be transformed.Resp<strong>on</strong>se <str<strong>on</strong>g>of</str<strong>on</strong>g> the Prop<strong>on</strong>ent submitted <strong>on</strong>20.03.20121. The project prop<strong>on</strong>ent menti<strong>on</strong>ed that as perMOU and provisi<strong>on</strong>al EC, KMDA has agreedto supply treated water from the existingPadmapukur water treatment plant, Howrah to<strong>on</strong>e point <strong>on</strong> the periphery <str<strong>on</strong>g>of</str<strong>on</strong>g> the project site<str<strong>on</strong>g>of</str<strong>on</strong>g> Kolkata <strong>West</strong> Internati<strong>on</strong>al City throughdedicated water supply main. A substantialwork in this regards have already been d<strong>on</strong>e.KMDA, vide letter no.142/KMDA/WS/G­146(VM­7) dated24.02.2012 has assured to supply <str<strong>on</strong>g>of</str<strong>on</strong>g> treatedwater within 3­4 m<strong>on</strong>ths. However asmenti<strong>on</strong>ed in the letter issued by KMDA, ithas been menti<strong>on</strong>ed that as rainy seas<strong>on</strong> isslowly approaching, work may be delayed.They also menti<strong>on</strong>ed that out <str<strong>on</strong>g>of</str<strong>on</strong>g> 370 units,they have already obtained C<strong>on</strong>sent to Operatefor 179 units <strong>on</strong> 05.03.2010. Further they havejust completed 191 units and they will applyfor the C<strong>on</strong>sent to Operate <strong>on</strong>ce water supplyat the site is established for these units.2. The prop<strong>on</strong>ent submitted the undertakingstating the water bodies as per the Provisi<strong>on</strong>alEnvir<strong>on</strong>mental Clearance within the premiseswill not be transformed.The unit has also submitted a letter <strong>on</strong> 13.04.2012, site visit has been d<strong>on</strong>e by KMDA and SE Rly <strong>on</strong>16.02.2012 and it has been expected that work will be completed within 3­4 m<strong>on</strong>ths.The <str<strong>on</strong>g>SEAC</str<strong>on</strong>g> reviewed the letter submitted by the pp <strong>on</strong> 13.04.2012 in the 66 th <str<strong>on</strong>g>meeting</str<strong>on</strong>g> held <strong>on</strong>25.04.2012 and the <str<strong>on</strong>g>SEAC</str<strong>on</strong>g> has recommended following and the subsequent reply submitted <strong>on</strong>04.07.2012 <str<strong>on</strong>g>of</str<strong>on</strong>g> the project prop<strong>on</strong>ent is given below :–Page 25 <str<strong>on</strong>g>of</str<strong>on</strong>g> 50
