<strong>Minutes</strong> <strong>of</strong> the seventy third <strong>meeting</strong> <strong>of</strong> the State Level Expert Appraisal Committee, WestBengal held on 30.11.2012 at 11:00 hrs. at the Conference Room, Paribesh Bhawan, Salt Lake.___________________________________________________________________i. The compliance status <strong>of</strong> Phase I for which EC has already been granted including presentsource and quantity <strong>of</strong> water consumed.ii.The project proposal for Phase IA.iii. Justification for the proposal <strong>of</strong> construction <strong>of</strong> another 300 KLD STP (modular type) forPhase IA for sewage treatment.The proponent has delivered a fresh powerpoint presentation in the 64 th <strong>SEAC</strong> <strong>meeting</strong> held on16.02.2012 and during presentation in the 64 th <strong>SEAC</strong> <strong>meeting</strong>, the committee has recommended thefollowing and the subsequent reply submitted on 20.03.2012 <strong>of</strong> the project proponent is givenbelow :–Recommendations / Directions <strong>of</strong> theCommittee dated 27.02.20121. It appears from documents kept andmaintained by this <strong>of</strong>fice that the watersupply by KMDA from existing watertreatment plant at Padmapukur, Howrahis not yet available for the completeddwelling units (370 nos.) under Phase I.The project proponent should ensurewater supply from KMDA watertreatment plant as per the condition <strong>of</strong> theprovisional EC and MOU with KMDA.2. The project proponent should submit anundertaking to the effect that the waterbody existing within the premises shouldnot be transformed.Response <strong>of</strong> the Proponent submitted on20.03.20121. The project proponent mentioned that as perMOU and provisional EC, KMDA has agreedto supply treated water from the existingPadmapukur water treatment plant, Howrah toone point on the periphery <strong>of</strong> the project site<strong>of</strong> Kolkata West International City throughdedicated water supply main. A substantialwork in this regards have already been done.KMDA, vide letter no.142/KMDA/WS/G­146(VM­7) dated24.02.2012 has assured to supply <strong>of</strong> treatedwater within 3­4 months. However asmentioned in the letter issued by KMDA, ithas been mentioned that as rainy season isslowly approaching, work may be delayed.They also mentioned that out <strong>of</strong> 370 units,they have already obtained Consent to Operatefor 179 units on 05.03.2010. Further they havejust completed 191 units and they will applyfor the Consent to Operate once water supplyat the site is established for these units.2. The proponent submitted the undertakingstating the water bodies as per the ProvisionalEnvironmental Clearance within the premiseswill not be transformed.The unit has also submitted a letter on 13.04.2012, site visit has been done by KMDA and SE Rly on16.02.2012 and it has been expected that work will be completed within 3­4 months.The <strong>SEAC</strong> reviewed the letter submitted by the pp on 13.04.2012 in the 66 th <strong>meeting</strong> held on25.04.2012 and the <strong>SEAC</strong> has recommended following and the subsequent reply submitted on04.07.2012 <strong>of</strong> the project proponent is given below :–Page 25 <strong>of</strong> 50
