(Pakistan <strong>Civil</strong> <strong>Aviation</strong> <strong>Authority</strong>)DCP <strong>Manual</strong>3.1.1 The Air Operator shall select a potential candidate for DCP as per theapproved procedures specified in the Air Operator’s <strong>Manual</strong> and forward aformal application to the <strong>Authority</strong> for approval.3.1.2 The Head of Flight Operations / Chief <strong>Pilot</strong> Training / GM Training shallcomplete and sign the nomination form in accordance with the instructionsprinted thereon (see Appendix “A”). A resume of the candidate'sbackground, qualifications and experience is required and must includeprevious flight check or supervisory experience. A candidate should declareon his/her application any interest in the company or other conditions thatcould result in a conflict of interest. Interest in a company will notautomatically disqualify a candidate from receiving DCP authority. Pakistan<strong>Civil</strong> <strong>Aviation</strong> <strong>Authority</strong> will assess every case with consideration given toall circumstances involved.3.1.3 When the Head of Flight Operations / Chief <strong>Pilot</strong> Training / GM Training isthe nominee; CEO, Managing Director or Chairman of the company mustsign the form.3.2 THE AUTHORITY3.2.1 Pakistan <strong>Civil</strong> <strong>Aviation</strong> <strong>Authority</strong>, upon receipt of the application, will:a) verify the requirement for a DCP considering:1. the number and variety of aircraft operated;2. the location of the Air Operator's bases and accessibility;3. the type of operation; and4. the number of DCPs employed by the Air Operator (whereapplicable)5. the process followed by the Operator in selecting the nominee(s), inrelation to the approved procedureb) verify the Air Operator's record of performance related to adequacy ofrecord keeping (where applicable) for training and checking;c) confirm that the nominee is acceptable in terms of experience,competency and personal suitability and meets the qualifications set outin Chapter 2 or that any deviation is justified and acceptable; andd) contact the Air Operator to arrange a meeting between the nominee andan Inspector.1 st Edition Page 16 of 80 May, 20113.2.2 Pakistan <strong>Civil</strong> <strong>Aviation</strong> <strong>Authority</strong> may either approve or disapprove anominee not meeting all of the stated requirements.
