8 2. PROJECT CONTEXT<br />
contribution to GDP. With appropriate strategic policy support at both national and <strong>in</strong>ternational levels<br />
and streng<strong>the</strong>n<strong>in</strong>g of <strong>the</strong> capacities of creative <strong>in</strong>dustry practitioners and entrepreneurs, <strong>the</strong> creative<br />
economy represents new opportunities <strong>for</strong> develop<strong>in</strong>g countries to create new products, open up access<br />
to global markets and "leap-frog <strong>in</strong>to new areas of wealth creation". 18<br />
<strong>Creative</strong> <strong>in</strong>dustries have impressive growth and economic per<strong>for</strong>mance <strong>in</strong> many countries <strong>in</strong><br />
comparison to o<strong>the</strong>r more traditional sectors. The complex global value cha<strong>in</strong> of creative <strong>in</strong>dustries<br />
offers many opportunities <strong>for</strong> develop<strong>in</strong>g countries to l<strong>in</strong>k up with <strong>in</strong>ternational production networks.<br />
Special attention should be paid to ways of <strong>in</strong>creas<strong>in</strong>g <strong>the</strong> participation of develop<strong>in</strong>g countries <strong>in</strong><br />
<strong>in</strong>ternational trade. Each country needs to choose its own "model" based on its realities and<br />
specificities, because <strong>the</strong>re is no "one size fits all" model of development <strong>for</strong> creative <strong>in</strong>dustries<br />
suitable to all countries.<br />
This project is build<strong>in</strong>g on ongo<strong>in</strong>g work of <strong>the</strong> three implement<strong>in</strong>g agencies. In <strong>the</strong> case of UNCTAD,<br />
<strong>the</strong> project takes <strong>in</strong>to account <strong>the</strong> progress made <strong>in</strong> <strong>the</strong> <strong>in</strong>tergovernmental debate <strong>in</strong> <strong>the</strong> area of <strong>the</strong><br />
creative <strong>in</strong>dustries and <strong>the</strong> emerg<strong>in</strong>g creative economy. Particularly, <strong>in</strong> <strong>the</strong> context of mandates from<br />
UNCTAD XI (2004) and UNCTAD XII (2008), UNCTAD has been play<strong>in</strong>g a key role <strong>in</strong> sensitiz<strong>in</strong>g<br />
governments to <strong>the</strong> potential of <strong>the</strong> creative economy to foster trade and development ga<strong>in</strong>s,<br />
promot<strong>in</strong>g policy <strong>in</strong>itiatives and enhanc<strong>in</strong>g cooperation with countries, <strong>in</strong>stitutions and <strong>the</strong><br />
<strong>in</strong>ternational community. UNESCO has been promot<strong>in</strong>g <strong>the</strong> implementation of <strong>the</strong> Convention on <strong>the</strong><br />
Protection and Promotion of <strong>the</strong> Diversity of Cultural Expressions as well as its Global Alliance <strong>for</strong><br />
Cultural Diversity that creates synergies among public, private and not-<strong>for</strong>-profit sectors. The project<br />
also l<strong>in</strong>ks up with related work <strong>in</strong> <strong>the</strong> area of culture, promot<strong>in</strong>g demand <strong>for</strong> cultural goods, susta<strong>in</strong><strong>in</strong>g<br />
local <strong>in</strong>itiatives and bus<strong>in</strong>esses, encourag<strong>in</strong>g <strong>in</strong>vestments by <strong>the</strong> state or local structures and engag<strong>in</strong>g<br />
o<strong>the</strong>r partners from <strong>the</strong> culture sector, especially those <strong>in</strong>volved <strong>in</strong> foster<strong>in</strong>g publish<strong>in</strong>g, record<strong>in</strong>g and<br />
live per<strong>for</strong>mance.<br />
In most advanced countries, <strong>the</strong> creative <strong>in</strong>dustries have already become a strategic priority. For<br />
example, some governments have carried out analysis and mapp<strong>in</strong>g exercises, and consciously def<strong>in</strong>ed<br />
and planned national policies <strong>for</strong> each sector. Un<strong>for</strong>tunately, this is not happen<strong>in</strong>g <strong>in</strong> most develop<strong>in</strong>g<br />
countries, where <strong>the</strong> lack of attention given to producers of cultural goods and services translates <strong>in</strong>to<br />
weak support <strong>in</strong> specific accompany<strong>in</strong>g measures (legislation and regulation, <strong>in</strong>stitutional support,<br />
access to credit and fund<strong>in</strong>g, etc.). In this environment, policy guidel<strong>in</strong>es can assist <strong>in</strong> support<strong>in</strong>g <strong>the</strong><br />
creative <strong>in</strong>dustries to develop and flourish. Governments rema<strong>in</strong> key partners and facilitators <strong>in</strong> <strong>the</strong><br />
design of <strong>the</strong> policy framework <strong>for</strong> this sector.<br />
The economic importance of culture <strong>in</strong> <strong>the</strong> development of ACP countries was clearly stressed <strong>in</strong> <strong>the</strong><br />
Cotonou Agreement, <strong>in</strong> particular <strong>in</strong> Article 27 19 . The Agreement urges ACP governments to<br />
undertake action aimed at promot<strong>in</strong>g and implement<strong>in</strong>g ACP cultural projects and programmes. It<br />
highlights <strong>the</strong> importance of culture <strong>in</strong> terms of identity, cultural dialogue and cultural <strong>in</strong>dustries. The<br />
Nadi Declaration of Heads of State of ACP countries (July 2002) underscored <strong>the</strong> contribution of<br />
culture to <strong>the</strong> economic and democratic development of ACP countries. The First Conference of ACP<br />
M<strong>in</strong>isters of Culture <strong>in</strong> Dakar, June 2003 clearly acknowledged <strong>the</strong> importance of cultural <strong>in</strong>dustries <strong>in</strong><br />
development processes <strong>in</strong> <strong>the</strong> Dakar Declaration on <strong>the</strong> Promotion of ACP Cultures and Cultural<br />
<strong>Industries</strong> and its Plan of Action. The ACP M<strong>in</strong>isters of Culture recognized "<strong>the</strong> potential of<br />
enterprises <strong>in</strong>volved <strong>in</strong> culture and <strong>the</strong>ir contribution to susta<strong>in</strong>able economic development and <strong>the</strong><br />
fight aga<strong>in</strong>st poverty". The Dakar Plan of Action identifies, among o<strong>the</strong>rs, as objectives: <strong>the</strong><br />
development or <strong>the</strong> creation of several mechanisms to improve <strong>the</strong> ACP cultural <strong>in</strong>stitutions (capacitybuild<strong>in</strong>g);<br />
<strong>the</strong> development of human capital (artists, designers, managers, etc.), <strong>the</strong> development of<br />
cultural products, bus<strong>in</strong>esses and <strong>in</strong>dustries, and, <strong>the</strong> development of ACP cultural markets <strong>for</strong> better<br />
<strong>in</strong>tegration <strong>in</strong> global markets.<br />
