3.12 DATA COLLECTION<br />
The issue of <strong>the</strong> necessity of reliable statistics is ever-present <strong>in</strong> all reports and discussions about <strong>the</strong><br />
creative <strong>in</strong>dustries. It is redundant to say that effective and useful data collection is necessary and an<br />
imperative <strong>for</strong> any type of assessment and policy <strong>for</strong>mulation. The importance of data collection to<br />
support <strong>the</strong> development of <strong>the</strong> creative <strong>in</strong>dustries cannot be overstated, as emphasized by UNCTAD<br />
<strong>in</strong> <strong>the</strong> <strong>Creative</strong> Economy Reports of 2008 and 2010. 104 In <strong>the</strong> case of Mozambique, <strong>the</strong> issue was<br />
po<strong>in</strong>ted out by <strong>the</strong> Chairman of <strong>the</strong> High-level Policy Dialogue on <strong>Creative</strong> <strong>Industries</strong>, particularly as<br />
regards <strong>the</strong> lack of data regard<strong>in</strong>g jobs <strong>in</strong> <strong>the</strong> creative <strong>in</strong>dustries and its impact <strong>in</strong> <strong>the</strong> overall<br />
economy. 105<br />
The Instituto Nacional de Estatistica (National Statistics Institute) <strong>in</strong> Mozambique is actively<br />
collect<strong>in</strong>g <strong>in</strong><strong>for</strong>mation. 106 It has a website on which data is posted and to some extent downloadable.<br />
Most notably, it has recently posted statistics <strong>in</strong> <strong>the</strong> doma<strong>in</strong> of culture. Only a limited amount of<br />
<strong>in</strong><strong>for</strong>mation is available on <strong>the</strong> c<strong>in</strong>ema, radio and television and museums. In <strong>the</strong> realm of c<strong>in</strong>ema,<br />
limited statistics are available on <strong>the</strong> numbers of c<strong>in</strong>emas, seats, screen<strong>in</strong>gs and tickets sold <strong>in</strong> six<br />
prov<strong>in</strong>ces of Mozambique <strong>for</strong> <strong>the</strong> period 2004–2005. For radio and television, some statistics are<br />
available on <strong>the</strong> number of hours of public broadcast<strong>in</strong>g and number of hours and types of<br />
programmes of public and private broadcasters <strong>for</strong> <strong>the</strong> period from 2003–2005. For museums, some<br />
statistics are available on <strong>the</strong> number of visitors to museums, accord<strong>in</strong>g to gender and nationality<br />
(Mozambican or <strong>for</strong>eign).<br />
The National Customs Authority also compiles statistics, although its accessibility seems problematic.<br />
Based on official sources, UNCTAD has compiled statistics on trade <strong>in</strong> <strong>the</strong> creative sectors, as<br />
presented <strong>in</strong> <strong>the</strong> annex of this study. 107 However, some figures <strong>for</strong> 2005 seem discrepant and need to<br />
be checked, as mentioned earlier. The importance of data collection to fur<strong>the</strong>r enhance <strong>the</strong> creative<br />
<strong>in</strong>dustries cannot be overstated, as is evident from <strong>the</strong> UNCTAD <strong>Creative</strong> Economy Report. 108<br />
Action: Priorities need to be established on what data is collected, that is both quantitative and<br />
qualitative. At this stage, basic data that can be useful <strong>for</strong> policymak<strong>in</strong>g and <strong>for</strong> an overview of <strong>the</strong><br />
landscape and market of <strong>the</strong> creative <strong>in</strong>dustries should be a priority.<br />
Action: Ef<strong>for</strong>ts to collect and compile data should be consolidated among <strong>the</strong> different public<br />
agencies. The MEC, <strong>the</strong> National Statistics Institute and also <strong>the</strong> MST, <strong>the</strong> MIC and <strong>the</strong> Customs<br />
Authority should consolidate <strong>for</strong>ces on this issue. As <strong>the</strong> central organiz<strong>in</strong>g entity, <strong>the</strong> National<br />
Statistics Institute could <strong>in</strong>clude not only collection of statistics on culture but it could broaden its<br />
scope to a section on <strong>the</strong> creative sectors, which would <strong>in</strong>clude creative goods and services.<br />
