<strong>in</strong>clusion and cultural diversity. Accord<strong>in</strong>g to UNCTAD, <strong>the</strong> creative economy deals with a set of<br />

knowledge-based economic activities with a development dimension and cross-cutt<strong>in</strong>g l<strong>in</strong>kages at <strong>the</strong><br />

macro and micro levels with <strong>the</strong> overall economy.<br />

The creative <strong>in</strong>dustries have significant potential <strong>for</strong> development on a wide scope, s<strong>in</strong>ce <strong>the</strong>y result <strong>in</strong><br />

tangible goods or <strong>in</strong>tangible services able to generate revenues through trade and <strong>in</strong>tellectual property<br />

rights (IPRs), if appropriate policies are <strong>in</strong> place. It should be noted that although many countries uses<br />

<strong>the</strong> terms “cultural <strong>in</strong>dustries” and “creative <strong>in</strong>dustries” <strong>in</strong>terchangeably, <strong>the</strong> concept of <strong>the</strong> creative<br />

<strong>in</strong>dustries is broader than <strong>the</strong> traditional notions of <strong>the</strong> cultural sector, which are seen ma<strong>in</strong>ly from <strong>the</strong><br />

public sector perspective.<br />

The creative <strong>in</strong>dustries comprise <strong>the</strong> cycles of creation, production and distribution of goods and<br />

services with creative content, cultural and economic value and market objectives. In this regard, <strong>the</strong><br />

creative <strong>in</strong>dustries have been classified by UNCTAD to <strong>in</strong>clude creative goods and services related to<br />

heritage, arts, media and functional creations, with subsectors identified <strong>in</strong> each of <strong>the</strong>se categories, 48<br />

as shown <strong>in</strong> figure 6. It deals with <strong>the</strong> <strong>in</strong>terplay of various creative sectors start<strong>in</strong>g from <strong>the</strong> most<br />

traditional like art crafts and cultural festivities to more technology-<strong>in</strong>tensive sectors such as<br />

audiovisuals, to higher value-added creative services like architecture, advertis<strong>in</strong>g and digital services.<br />

In this regard, it should be noted that <strong>the</strong> term “creative <strong>in</strong>dustries” emerged <strong>in</strong> <strong>the</strong> 1990s, broaden<strong>in</strong>g<br />

<strong>the</strong> scope of cultural <strong>in</strong>dustries beyond <strong>the</strong> arts, and mark<strong>in</strong>g a shift <strong>in</strong> <strong>the</strong> approach to potential<br />

commercial activities that until recently were regarded predom<strong>in</strong>antly <strong>in</strong> non-economic terms. 49<br />

Action: It is recommended to enlarge <strong>the</strong> scope of <strong>the</strong> traditional cultural <strong>in</strong>dustries by add<strong>in</strong>g new<br />

services-oriented and technology-<strong>in</strong>tensive creative sectors along <strong>the</strong> l<strong>in</strong>es <strong>in</strong>dicated above. There are<br />

several classifications; this one was designed by UNCTAD tak<strong>in</strong>g <strong>in</strong>to account <strong>the</strong> current and<br />

potential <strong>in</strong>terests of develop<strong>in</strong>g countries.<br />
