Declaration 102 with a view to facilitate <strong>the</strong> recognition of studies <strong>in</strong> Europe and <strong>in</strong> all <strong>the</strong><br />

Commonwealth countries.<br />

Action: A specific project target is to contribute to <strong>the</strong> fur<strong>the</strong>r development of <strong>the</strong> ISAC as soon as<br />

possible. The ISAC already counts with n<strong>in</strong>ety (90) students and <strong>in</strong> early 2010, it has put <strong>in</strong> place a<br />

comprehensive curriculum, tak<strong>in</strong>g <strong>in</strong>to account <strong>the</strong> multi-discipl<strong>in</strong>ary nature of <strong>the</strong> creative economy,<br />

and <strong>the</strong> <strong>in</strong>terface between cultural, economical, technological and social aspects. Areas related to<br />

cultural management and production, as well as specialized technical services <strong>for</strong> lightn<strong>in</strong>g, sound, coedit<strong>in</strong>g<br />

of films, etc., should not be neglected. Possibilities <strong>for</strong> <strong>the</strong> creation of <strong>in</strong>cubators and creative<br />

clusters could also be envisaged.<br />

In June 2009, UNCTAD facilitated <strong>the</strong> <strong>in</strong>itial contacts between <strong>the</strong> Director of ISAC and some<br />

professors from <strong>the</strong> Oslo National Academy of <strong>the</strong> Arts and <strong>the</strong> Royal Academy of Arts of <strong>the</strong> United<br />

K<strong>in</strong>gdom. The purpose was to explore opportunities <strong>for</strong> North–South partnerships and concrete<br />

<strong>in</strong>itiatives <strong>for</strong> education, research and tra<strong>in</strong><strong>in</strong>g <strong>in</strong> <strong>the</strong> area of design and functional creations <strong>in</strong><br />

Mozambique. 103 This partnership is tak<strong>in</strong>g shape to assist ISAC, as <strong>the</strong> first higher education art and<br />

design school, to better <strong>for</strong>mulate <strong>the</strong> curricula of its course and to network with o<strong>the</strong>r similar schools<br />

<strong>in</strong> Africa and elsewhere <strong>for</strong> <strong>the</strong> shar<strong>in</strong>g of research and best practices.<br />

Discussions with stakeholders <strong>in</strong>dicated that <strong>the</strong>re are various needs <strong>in</strong> <strong>the</strong> doma<strong>in</strong> of education and<br />

tra<strong>in</strong><strong>in</strong>g. They <strong>in</strong>clude:<br />

(a) Arts education from <strong>the</strong> primary level to <strong>the</strong> university level;<br />

(b) Capacity-build<strong>in</strong>g <strong>in</strong> terms of vocational tra<strong>in</strong><strong>in</strong>g <strong>for</strong> artists who would like to improve<br />

<strong>the</strong>ir skills <strong>for</strong> contractual and IPR arrangements;<br />

(c) Capacity-build<strong>in</strong>g <strong>in</strong> terms of entrepreneurial skills and ITC tools <strong>for</strong> creative bus<strong>in</strong>ess;<br />

(d) Cont<strong>in</strong>uous learn<strong>in</strong>g <strong>in</strong> specific creative sectors (e.g. new techniques <strong>for</strong> music-mak<strong>in</strong>g);<br />

(e) Capacity-build<strong>in</strong>g <strong>in</strong> terms of <strong>in</strong>stitution-build<strong>in</strong>g, policy <strong>for</strong>mulation and implementation<br />

<strong>for</strong> policymakers.<br />

Action: Education and tra<strong>in</strong><strong>in</strong>g at all <strong>the</strong>se levels need to be addressed. In <strong>the</strong> context of this project<br />

<strong>the</strong> ILO will provide capacity-build<strong>in</strong>g on entrepreneurial skills. UNESCO may provide some<br />

assistance <strong>in</strong> terms of vocational tra<strong>in</strong><strong>in</strong>g and cont<strong>in</strong>uous learn<strong>in</strong>g <strong>for</strong> creators, artists and associations.<br />

On <strong>the</strong> basis of funds availability, UNCTAD <strong>in</strong>tends to provide capacity-build<strong>in</strong>g <strong>in</strong> terms of<br />

<strong>in</strong>stitution-build<strong>in</strong>g and <strong>the</strong> regulatory framework <strong>for</strong> enhanc<strong>in</strong>g public policies, as well as on trade<br />

and <strong>in</strong>vestment-related issues <strong>for</strong> government officials.<br />

It is imperative to <strong>in</strong>vest <strong>in</strong> education and vocational tra<strong>in</strong><strong>in</strong>g <strong>for</strong> <strong>the</strong> creative <strong>in</strong>dustries, <strong>in</strong>clud<strong>in</strong>g<br />

through private sector mobilization and <strong>in</strong>itiatives. Support is needed not only to facilitate <strong>the</strong> start-up<br />

of creative enterprises but also to monitor quality control and develop a new attitude towards creative<br />

work <strong>in</strong> which <strong>the</strong> artists and artisans can feel proud of <strong>the</strong>ir native cultures and care <strong>for</strong> equipment<br />

and materials.<br />

Action: Establish professional encounters and facilitate actions offer<strong>in</strong>g a variety of po<strong>in</strong>t of views but<br />

always keep<strong>in</strong>g <strong>in</strong> m<strong>in</strong>d what can be achieved and can rema<strong>in</strong> as added value to <strong>the</strong> country.<br />

Encourag<strong>in</strong>g a second language at secondary schools to facilitate trade and exchanges would also be<br />

useful.<br />

The purpose of <strong>the</strong> Bologna Process is to create <strong>the</strong> European higher education area by mak<strong>in</strong>g academic<br />

degree standards and quality assurance standards more comparable and compatible throughout Europe.<br />
